Article 23 of the Basic Law provides that the Hong Kong Special Administrative Region shall enact laws on its own to safeguard national security. The Government is now inviting public views on the legislative proposals. The consultation paper can be obtained from District Offices or downloaded from the homepage of the Security Bureau.
