HKSAR - The key Issues 1998/99

One country, Two systems

Hong Kong people are running Hong Kong with a high degree of autonomy promised under the Basic Law, except for defence and foreign affairs matters.

There has been no interference from Mainland authorities in the running of Hong Kong. At the same time the leadership in Beijing has offered maximum support to Hong Kong's handling of the economic problems since reunification in July 1997.

A Hong Kong SAR Government Office was opened in Beijing on March 4, 1999, to enhance liaison and communication between Hong Kong and Mainland authorities.

The office has three sections: economic affairs, trade and liaison; immigration; and, information and office administration. Foreign passport holders living in the Mainland may now apply to the HKSARG Office in Beijing for a visa to enter Hong Kong for a visit, employment, investment, training, education or residence.
