Dear Sir/Madam,

Further to our letter of 19 October 2001, I write to inform you that the Government published in the Gazette on 9 November 2001 additional lists of persons designated by the relevant United Nations Security Council Committee to be individuals and entities of the Taliban and Taliban undertakings or connected with Usama bin Laden. These lists are relevant to the provisions of section 3 of the United Nations Sanctions (Afghanistan) Regulation and section 8 of the United Nations Sanctions (Afghanistan) (Arms Embargoes) Regulation, which are mentioned in our letter of 17 October 2001.

Accordingly, authorized institutions should check the names that appear on the lists against their records and take appropriate steps to ensure compliance with the said Regulations. Institutions should report such accounts to the HKMA and the Joint Financial Intelligence Unit if any of the names on the lists is identified.
