EMSD continues investigation on lift incident at Waterside Plaza in Tsuen Wan

     The Electrical and Mechanical Services Department (EMSD) today (April 9) continued the in-depth investigation on the lift incident at Waterside Plaza in Tsuen Wan yesterday (April 8).

     The EMSD is investigating the cause of the lift failing to stop after reaching the designated floor. Initial findings revealed that the suspension ropes of the lift concerned were intact and the cause of the incident might have been insufficient traction between the suspension ropes and the traction sheave or the failure of the braking system, which are rare occurrences in normal circumstances.

     Operation of the lift concerned has been suspended. The EMSD will only allow its resumption of operation after the conclusion of the EMSD's investigation and repair works by the lift contractor as well as the completion of thorough checking by a registered engineer to ensure the safety of the lift.

     Last night, the EMSD and the related registered lift contractor completed at Blocks 1 and 2 in Waterside Plaza the inspection of lifts of the same brand and model as that in the incident and found no abnormality. The inspection of lifts of the same brand but of other models in other parts of Waterside Plaza has continued. 

     There are about 300 lifts of the same brand as the one in the incident currently installed in Hong Kong. As a prudent measure, the EMSD has requested all registered lift contractors which are responsible for the maintenance of the same brand of lift to complete a special inspection within two weeks. The EMSD will also carry out sample checks for the special inspection to ensure safety.

     The EMSD will expedite the completion of follow-up work related to the incident, including the investigation of whether there have been contraventions of the Lifts and Escalators Ordinance. The EMSD will strictly enforce the law if contravention has been identified.
