Government invites public views on second UNCRPD report

     The Government of the Hong Kong Special Administrative Region (HKSAR) issued today (March 9) a draft outline of its second report under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) to seek views from members of the public. The report will be submitted to the Central People's Government for incorporation into its periodic report to the United Nations.

     The UNCRPD has been in force in the People's Republic of China, including the HKSAR, since August 31, 2008. The purpose of the Convention is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by people with disabilities, and to promote respect for their inherent dignity.

     In accordance with Article 35 of the UNCRPD, each State Party shall submit to the Secretary-General of the United Nations periodic reports on measures taken to give effect to its obligations under the Convention for consideration by the United Nations Committee on the Rights of Persons with Disabilities (the Committee).

     As part of the national initial report, the HKSAR Government submitted its initial report on the implementation of the UNCRPD to the United Nations in 2010, which was considered by the Committee in 2012.

     A spokesman for the Labour and Welfare Bureau (LWB) said, "We will provide an update on the administrative, legal and other measures taken to implement the Convention and the progress made in promoting the well-being of persons with disabilities since the previous report. We will also address in the report the various concerns and recommendations made by the Committee at the last hearing held in 2012."

     The consultation period, commencing today, will last for two months until May 4. The LWB will organise four public consultation sessions during the consultation period for interested parties to express their views. Details of the public consultation sessions and the registration arrangements will be announced on the LWB's website (www.lwb.gov.hk).

     "We shall consolidate and address comments received during the consultation period into the report," the spokesman said.

     The draft outline of the second report under the UNCRPD can be downloaded from the LWB's website or obtained from District Offices.
