Two persons convicted for illegal disposal of construction waste in Tseung Kwan O and Sai Kung

     ​Two people, who illegally deposited construction waste in a public carpark and on the roadside respectively, were fined a total of $6,000 by Kwun Tong Magistrates' Courts today (March 8) for contravening the Waste Disposal Ordinance (WDO).

     A spokesman for the Environmental Protection Department (EPD) said that information was received on September 10, 2017 from a member of the public, with photo and video provided, reporting that a person delivering construction waste by truck had unloaded a large amount of construction waste inside a public carpark at Chun Wang Street, Tseung Kwan O. The construction waste included metal poles, buckets, wooden boards, sand and mud, with a total volume of waste of around 2 cubic metres. Separately, on September 25, 2017, a person who was delivering construction waste by light goods vehicle was intercepted in a blitz operation by the EPD while he was dumping eight bags of decoration work waste and two wooden boards at the roadside on Pik Sha Road in Sai Kung. The EPD subsequently prosecuted the two persons in accordance with the WDO after collecting sufficient evidence.

     It is unethical and unlawful to dispose of waste in public places and on the roadside. The spokesman reminded those involved in building renovation, construction works and transportation sector that they should dispose of construction waste properly in accordance with the law. Reusable materials or waste with a recycling value should be collected by recyclers, while non-recyclable waste should be delivered to appropriate waste management facilities, such as public fill banks or landfills, for proper treatment or disposal. Under the WDO, it is an offence for anyone to dispose of waste in public places. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment.
