Grade Structure Review for Marine Officer and Surveyor of Ships Grades of Marine Department

     The Government announced today (February 13) that the Chief Executive-in-Council (CE-in-Council) decided that the recommendations of the Grade Structure Review (GSR) for the Marine Officer (MO) and Surveyor of Ships (SoS) grades of the Marine Department (MD) in Report No. 57 of the Standing Commission on Civil Service Salaries and Conditions of Service should be accepted in full. Subject to the approval of the Legislative Council (LegCo), the pay-related recommendations should take effect from the first day of the month immediately following the month of approval by LegCo or August 1, 2018, whichever is the later. Also, the normal conversion arrangement should be adopted for all affected serving staff in the MO rank.

     "In reaching its decision, the CE-in-Council has considered a number of relevant factors, including the review findings and recommendations of the Standing Commission, comments from the MD management and staff side, and the wider community interests. The CE-in-Council reckoned that the recommendations of the Standing Commission are well justified for tackling the serious recruitment difficulties and succession problems faced by the MO and SoS grades. The Government will seek the approval of LegCo for the recommendations as soon as possible," a spokesman for the Civil Service Bureau said.

     "The Government would like to express its sincere gratitude to the Standing Commission for its in-depth analysis and discussions on the subject in the course of the conduct of the GSR, as well as the pragmatic recommendations that it has come up with. The Government is also grateful to all the stakeholders for their valuable input," the spokesman continued.

     The Standing Commission submitted Report No. 57 on the GSR for the MO and SoS grades of the MD to the Chief Executive on October 31, 2017. The Standing Commission's recommendations included creating a new tier of assistant rank each for the MO and SoS grades, varying the entry requirement and pay scale of the MO rank and reducing the post-corporate membership experience requirement of the Ship stream of the SoS rank. The Civil Service Bureau consulted the relevant stakeholders including the departmental management of the MD and the staff side of the two grades on the findings and recommendations in the Report and sought the CE-in-Council's decision on the way forward today.
