Stonecutters Island Sewage Treatment Works to carry out maintenance and replacement works of electrical and mechanical facilities

The SCISTW has been in uninterrupted operation 24 hours a day over the past 16 years since its commissioning in December 2001, and throughout this time the DSD has been providing timely maintenance. However, some of the electrical and mechanical facilities in SCISTW are now approaching the end of their service life and replacement works have to be carried out to maintain proper functioning of the system.
The maintenance and replacement works will require partial bypass of preliminarily treated sewage upstream of the preliminary treatment works into Victoria Harbour on five occasions, each not exceeding two weeks. The first bypass is scheduled for the period from February 20 to March 5.
Sewage bypass involves the submarine discharge of preliminarily treated sewage at seven of the 16 preliminary treatment works located on either side of Victoria Harbour (Chai Wan, Shau Kei Wan, Tseung Kwan O, Kwun Tong, To Kwa Wan, Tsing Yi and Kwai Chung preliminary treatment works) for dilution and dispersion at deep sea level. Affected areas include the waters of Hong Kong Island East, Kowloon East and the Rambler Channel.
The DSD has employed consultants for an independent assessment of potential water quality impact of the bypass through detailed water quality modelling. The assessment indicated that the potential impact would be limited and transient. The DSD has devised appropriate mitigation and contingency measures, and will step up water quality monitoring of Victoria Harbour during the bypass. Monitoring results will be uploaded to the DSD's website for public inspection (http://www.dsd.gov.hk/others/HATS2A/html/treatment-works-en.html).
The public should avoid water sports, angling or seawater extraction in the potentially affected locations during the bypass period. Notices will be put up at relevant places including Approach Beach, Ting Kau Beach, Lido Beach, Casam Beach, Hoi Mei Wan, Gemini Beach, Angler's Beach, Ma Wan Tung Wan and promenades along Victoria Harbour to remind the public of the potential effect of the works.
The DSD has set up an enquiry hotline (7388 9900) operating daily from 8am to 10pm to answer public enquires during the maintenance works and sewage bypass periods. The public may also enquire through email at enquiry@dsd.gov.hk.
