New intermodal arrangement between Hong Kong and Mainland signed (with photos)

     The Transport and Housing Bureau and the Civil Aviation Authority of China (CAAC) signed a Memorandum of Understanding (MOU) in Beijing today (February 1). The new intermodal arrangement provided in the MOU under the Air Services Arrangement between the Mainland and the Hong Kong Special Administrative Region allows airlines of both sides to launch intermodal code-sharing services with sea and land transport operators, which expands the transport network of Hong Kong and the Mainland.

     The MOU was signed by the Deputy Secretary for Transport and Housing, Mr Wallace Lau, and the Deputy Director General of the Department of Air Transport of the CAAC, Mr Yu Biao. The signing was witnessed by the Secretary for Transport and Housing, Mr Frank Chan Fan, and the Deputy Administrator of the CAAC, Mr Wang Zhiqing.

     Both sides agreed to liberalise the air-to-sea and air-to-land intermodal code-sharing between the Mainland and Hong Kong. Designated airlines of both sides may operate the services between Hong Kong and cities in the Pearl River Delta region. Under the intermodal arrangement, sea and land transport operators may share the codes of flights operated by designated airlines of both sides as an extension of flights, enabling both services (air-to-sea and air-to-land) to be available in the Global Distribution System. A passenger travelling by air may take another means of transport using the same air ticket, which will assist in travel planning.

     As intermodal code-sharing is a new mode of service, both sides will first adopt an air-to-sea intermodal code-sharing arrangement for high-speed ferry services between Hong Kong and five Mainland cities, namely Shenzhen, Guangzhou, Zhongshan, Dongguan and Zhuhai. For land transport, designated airlines of both sides may operate air-to-land intermodal service by bus service running between Hong Kong and Shenzhen. Both sides will continue to explore expansion of the means of transport and areas to be covered by the arrangement in a progressive way.

     Mr Chan said that the new intermodal arrangement will not only further demonstrate Hong Kong's competitive edge as an international aviation hub, but also fully utilise the transport network of Hong Kong and the Mainland, fostering development of the Guangdong-Hong Kong-Macao Bay Area.
