Draft South Lantau Coast Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft South Lantau Coast Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the South Lantau Coast area," a spokesman for the Town Planning Board said today (January 19).

     The planning scheme area covers a total of about 2 455 hectares of land along the South Lantau Coast. It is almost all bounded by the Lantau South Country Park in the north and the existing coastlines in the south. Some parts of the country park also fall within the area.

     About 57 hectares of land are zoned "Residential (Group C)" for low-rise and low-density residential development, which are located at the southern tip of Chi Ma Wan Peninsula, along South Lantau Road between Cheung Sha and Pui O, and Shui Hau. A site at Cheung Sha is zoned "Residential (Group C)1".

     About 86.49 hectares of land are zoned "Village Type Development" to designate both existing recognised villages and areas suitable for village expansion. 

     A total of about 86.39 hectares of land is zoned "Government, Institution or Community" to provide Government, institution and community (GIC) facilities serving the needs of the local population, a wider district or the territory. It is also intended to provide land for uses directly related to or in support of the work of the Government, organisations providing social services, and other institutional establishments. The major GIC facilities include Tong Fuk Correctional Institution, Shek Pik Prison, Sha Tsui Correctional Institution, Bui O Public School, Hung Shing Temple at Tong Fuk Miu Wan, electric substations at Cheung Sha and Tong Fuk, and a special school at Tung Wan.

     About 1.07 hectares of land is zoned "Other Specified Uses", which include sewage treatment works and a water pumping station.

     To define the limits of development areas, to preserve existing well-wooded hill slopes and other natural features, as well as to provide passive recreational outlets, about 481.73 hectares of land are zoned "Green Belt". It mainly covers the extensive well-vegetated uplands and hillsides, spurs and stream valleys, coastal pockets of land and isolated knolls adjoining the Lantau South Country Park.

     About 161.91 hectares of land are zoned "Coastal Protection Area" ("CPA") to conserve, protect and retain the natural coastlines and the sensitive coastal natural environment, with a minimum of built development. It is also intended to safeguard the beaches and their immediate hinterland, and to prevent haphazard ribbon development along the South Lantau Coast. A long strip of land between the coastline and South Lantau Road stretching from Pui O to Shui Hau and the sandy shore of the gazetted bathing beaches at Pui O, Cheung Sha and Tong Fuk are zoned "CPA".

     About 1 570.36 hectares of land are zoned "Country Park" to reflect the country park areas at Chi Ma Wan Peninsula, Lo Kei Wan Peninsula and Fan Lau.

     The approved South Lantau Coast OZP No. S/SLC/21 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Islands District Office and the South Lantao Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the OZP can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
