The agreement was jointly signed by the Under Secretary for the Environment of the HKSAR, Mr Tse Chin-wan, the Director of the SZMSA, Mr Li Wei; the Deputy Director-General of the SZHSEC, Mr Lu Xuyang; and the Counsel of the SZTB, Mr Wen Wenhua.

The Environment Bureau of the HKSAR and the Maritime Safety Administration of the Ministry of Transport signed an agreement on Prevention and Control of Air Pollution from Vessels between the Mainland and Hong Kong in December 2016 to enhance collaboration on marine emission control in the region for implementing a Domestic Marine Emission Control Area (DECA) in the Pearl River Delta (PRD) region and further improving regional air quality.

The signing of the Cooperation Agreement for the establishment of the Shenzhen-Hong Kong Office for Marine Emissions and Control provides a platform for relevant authorities and parties concerned, as well as professionals and experts in Hong Kong and Shenzhen to collaborate on studies on the development of marine emission control in the region with a view to implementing the PRD DECA.
