LegCo to debate proposed resolutions to amend Rules of Procedure of Legislative Council moved under Article 75 of the Basic Law

The Legislative Council (LegCo) will hold a meeting tomorrow (December 6) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate 12 proposed resolutions to amend the Rules of Procedure of the Legislative Council (RoP) moved under Article 75 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China (the Basic Law).
The 12 proposed resolutions which comprise 49 proposals, moved by Mr Paul Tse, Mr Alvin Yeung, Ms Tanya Chan, Mr Wu Chi-wai, Mr Charles Mok, Mr Kenneth Leung, Dr Fernando Cheung, Mr Jeremy Tam, Mr Dennis Kwok, Dr Kwok Ka-ki, Mr Chan Chi-chuen and Mr Martin Liao, are set out in Appendices 1 to 12 respectively.
Mr Andrew Wan, Mr Lam Cheuk-ting, Dr Helena Wong, Mr Wu, Mr Ip Kin-yuen, Mr James To, Dr Cheung, Dr Kwok, Mr Yeung, Mr Tam and Mr Chu Hoi-dick will move amending motions to the proposed resolution.
Ms Claudia Mo, Mr Wan, Mr Chu, Mr Wu, Dr Kwok and Mr Mok will move 6 motions under Rule 49B(1A) of RoP as set out in Appendix 13A and Appendices 13 to 17 respectively.
Mr Tam, Dr Cheung, Mr Leung, Ms Chan, Mr To, Mr Wu, Mr Hui Chi-fung and Mr Kwong Chun-yu will move 12 motions under Articles 73(5) and 73(10) of the Basic Law as set out in Appendices 18 to 29 respectively.
On other Members' motions, Mr Jimmy Ng will move a motion on establishing a comprehensive "re-industrialisation" policy regime. The motion states: "That given the new opportunities brought about by global reforms in industrial technologies, many countries or places are proactively developing high value-added advanced manufacturing industries, and Hong Kong is no exception; the Government has already made it clear that re-industrialisation is a potential new area of economic growth for Hong Kong, and announced the establishment of a committee on innovation, technology and re-industrialization; in this connection, this Council urges the Government to conduct a timely review and elevate the positioning of the 're-industrialisation' policy, with a view to upgrading the existing industrial policy regime led by innovation and technology to a comprehensive industrial policy regime which is more independent, forward-looking and systematic; the Government should also examine the role of industries in the local economic structure and societal development, and study the 'external development' feature of Hong Kong's industries, with the aim of providing tax support for those offshore Hong Kong manufacturers engaging in manufacturing and production industries, thereby consolidating the economic foundation of Hong Kong and promoting the diversification of industries."
Mr Ho Kai-ming, Mr Leung, Dr Chiang Lai-wan, Mr Wu, Dr Lo Wai-kwok, Mr Mok and Mr Tam will move separate amendments to Mr Ng's motion.
Mr Ho will move a motion on conducting a comprehensive review of labour legislation to improve labour rights and interests. The motion states: "That this Council urges the Government to make safeguarding labour rights and interests its priority task and expeditiously conduct a comprehensive review of and make amendments to the various legislation relating to labour matters, so as to ensure that such legislation keeps pace with the times."
Mr Luk Chung-hung, Dr Kwok, Dr Wong and Mr Wan will move separate amendments to Mr Ho's motion.
In addition, Members will continue to consider the motion under Rule 49E(2) of RoP moved by Ms Starry Lee. The motion states: "That this Council takes note of Report No. 5/17-18 of the House Committee laid on the table of the Council on November 29, 2017 in relation to the Trainee Solicitors (Amendment) Rules 2017 (Commencement) Notice."
During the meeting, Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
