The Chief Executive in Council has approved the draft Hung Hom Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment in the Hung Hom area," a spokesman for the Town Planning Board said today (November 10).

     The planning scheme area, covering about 145 hectares, is located in the south-eastern part of Kowloon Peninsula. It is bounded by Ngan Hon Street to the north; Chatham Road North and the Mass Transit Railway (MTR) East Rail Line and its Hung Hom Station to the west; Kowloon Bay to the east; and Victoria Harbour to the south.

     About 6.39 hectares of land is zoned "Commercial". It covers existing commercial developments including Hunghom Commercial Centre, Harbourfront Horizon, Harbourview Horizon, Harbourfront and Harbour Plaza, Peninsula Square, Laguna Mall, and proposed commercial developments at Cheong Tung Road.

     About 22.08 hectares of land is zoned "Comprehensive Development Area", covering Whampoa Garden, Kerry Hotel Hong Kong at Hung Luen Road, One HarbourGate at the junction of Hung Luen Road and Kin Wan Street, and two sites at the junction of Cheong Hang Road and Winslow Street.

     About 26.75 hectares of land is zoned "Residential (Group A)" ("R(A)") covering nearly all existing residential developments in Hung Hom and some residential sites at Lee Kung Street, Ko Shan Road and junction of Chatham Road North and Hok Yuen Street. The "R(A)" site at Lee Kung Street will accommodate a proposed Senior Citizen Residences Scheme project by the Hong Kong Housing Society. Royal Peninsula and Laguna Verde, covering about 6.63 hectares of land, are zoned "Residential (Group B)".

     About 15.23 hectares of land is zoned "Other Specified Uses" ("OU") for specific uses such as funeral parlour/depot, public mortuary, MTR freight yard, ferry piers, sewage treatment plant and a hotel development at Wuhu Street. About 7.38 hectares under the "OU" zoning is intended for "Business" uses where a mix of non-polluting industrial, office and other commercial uses are permitted as of right.

     About 12.58 hectares of land is zoned "Government, Institution or Community". Major existing Government, institution and community facilities include the Kowloon City Government Offices at Bailey Street, a fire station at Fat Kwong Street, a clinic at Station Lane, the Tai Wan Shan swimming pool complex and a salt water pumping station at Wan Hoi Street, the Tai Wan electricity substation, a sewage pumping station at Hung Lok Road, the Hong Kong Polytechnic University Student Hostel at the junction of Hung Lai Road and Hung Lok Road, an electricity substation at Hung Ling Street, a market complex at the junction of Ma Tau Wai Road and Dyer Avenue, Tai Wan Shan Reporting Centre and Traffic Kowloon West Operation Base at Wai Wan Lane, a government pier used as Marine Police Operational Facility off Dyer Avenue, the Hong Kong Community College of the Hong Kong Polytechnic University at Hung Lok Road and a number of schools. Major proposed developments include the government buildings at Chatham Road North and two secondary schools at Bailey Street.

     About 13.40 hectares of land is zoned "Open Space" for active and passive recreational uses, while about 41.65 hectares are for major roads and other uses.

     The approved OZP also indicated that two areas were excised from the OZP boundary and replaced by the Urban Renewal Authority (URA) Chun Tin Street/Sung Chi Street Development Scheme Plan (DSP) and URA Hung Fook Street/Ngan Hon Street DSP.

     Specific building height restrictions are imposed for various development zones to provide better control of the building height profile, to preserve views to the ridgelines and to improve air ventilation within the area.

     The approved Hung Hom OZP No. S/K9/26 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, Kowloon District Planning Office and Kowloon City District Office.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed from the Town Planning Board's website (www.info.gov.hk/tpb).
