Proposed installation of cable system from Siu Sai Wan to Tseung Kwan O Industrial Estate

     The Government proposes to allow Hong Kong Telecommunications (HKT) Limited to install an optical fibre submarine cable of approximately 2.18 kilometres in length and 60 millimetres in diameter within an area of approximately 1 090 square metres of foreshore and seabed from Siu Sai Wan (SSW) to Tseung Kwan O Industrial Estate (TKOIE) in the Hong Kong Special Administrative Region waters.

     The proposed works are part of a cable system, the Ultra Express Link, and have been tentatively scheduled to take place from January to March 2018. A cable-laying barge will simultaneously lay and bury the submarine cable from the SSW offshore seabed across the Tathong Channel to TKOIE at a depth of about 5 metres below the seabed. The width of temporary disturbance will be about 0.5m.

     The total length of the Ultra Express Link will be about 2.73km. The first 550m or thereabouts of the cable from the SSW direction will be installed by the horizontal directional drilling method in which the first 122m or thereabouts of the cable will be installed in underground spaces and the rest will be installed under the seabed and it does not involve any works over or upon any foreshore and seabed. This cable system is expected to meet the rising demand from data centre operators in the city for more high-speed and high-capacity fibre-optic infrastructure and would bolster Hong Kong's efforts to become a regional data centre hub.

     The extent of the area of foreshore and seabed affected is described in a notice published in the Government Gazette today (September 29).

     Any person who considers that he or she has an interest, right or easement in or over the foreshore and seabed involved may submit a written objection to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, within two months from the above-mentioned date, i.e. on or before November 29, 2017. The notice of such objection shall describe the interest, right or easement of the objector and the manner in which he or she will be allegedly affected.
