HA Board accepts Final Report on the Refined Model to inform resource allocation

The Hospital Authority (HA) Board discussed and approved at the Administrative and Operational Meeting today (September 28) the acceptance of the Final Report on the Refined Population-based Model (Refined Model) to inform resource allocation.
Development of the Refined Model is part of the action plans in response to the recommendations made by Steering Committee on Review of HA. The HA commissioned an external consultant, the Jockey Club School of Public Health and Primary Care of the Faculty of Medicine of the Chinese University of Hong Kong, to help develop the Refined Model. The consultant has submitted the Final Report to the HA.
The spokesperson for the HA said that starting with the 2018-19 planning cycle, the analysis under the Refined Model along with other relevant factors would be considered comprehensively for service and capacity planning in short and longer terms, which would in turn inform resource allocation to Clusters.
"The Refined Model is not a direct funding formula but a scientific tool analysing 16 factors that would affect the population's healthcare utilisation patterns (such as socioeconomic status, distance to facilities and supply of service) to model the healthcare needs of the local population. The Refined Model has also taken into account the impact of 13 Designated Services (i.e. specialised services that are only available in designated hospitals to serve the entire population of Hong Kong, including liver transplantation and blood transfusion services) and cross-cluster flow of patients on individual Clusters' resources, so as to facilitate like-with-like comparison among Clusters."
The spokesperson added that the Refined Model would generate insight for capacity and infrastructure planning to better meet the healthcare needs of the local population in the longer term.
