The regular quota for Guangdong/Hong Kong cross-boundary coach services will be jointly issued by the Governments of Guangdong and Hong Kong. A quota of 150 is available for application. Moreover, the Governments of Guangdong and Hong Kong are accepting applications from operators within the regular quotas of existing control points (including Lok Ma Chau, Man Kam To, Sha Tau Kok and Shenzhen Bay) to switch to use the HZMB. The upper limit of the quota for switching is 200.

Applications should be submitted in the name of Guangdong/Hong Kong joint ventures to the TD and the Land and Air Ports Administration Division of the Office of Port Administration of the People's Government of Guangdong Province. If an applicant fails to submit applications with identical content to both governments, the application may not be considered.

The regular quota for Hong Kong/Macau cross-boundary coach services (Hong Kong quota) will be issued by the Hong Kong Government. The quota for application is 34. Applicants should have experience in the operation of local non-franchised bus services or cross-boundary coach services.

The closing time and date for the above quota applications is 5pm on September 15 (Friday). The application form can be downloaded from the website of the TD (www.td.gov.hk).
