DGCA attends 54th DGCA Conference

The theme of the Conference was "The Challenge of Managing Outcome Focused and Risk Based Regulations for Asia Pacific States". The Conference was attended by over 300 delegates from about 50 states/regions, administrations and industry organisations. About 120 papers were submitted by aviation authorities and industry organisations to the conference covering a wide range of subjects, including aviation safety, air navigation, security, environment and technical co-operation.
Among them, the CAD presented a paper on the successful commissioning of the new Air Traffic Management System (ATMS) in November 2016 and shared its experience of the transition to providing a new ATMS with reliable performance during peak air traffic flow periods as well as under severe weather conditions. More importantly, the paper highlighted the importance of co-operation and sharing of experience among all stakeholders and encouraged the forming of an international User Group for ATMS to share operational and technical experience, and to map out the future system development roadmap for the benefit of the Asia Pacific region.
During the Conference, Mr Li was nominated as the moderator of an agenda item on Aviation Safety and Air Navigation. Mr Li moderated the discussion covering a wide range of subjects, including safety management systems and strategies, regulatory oversight functions, air traffic flow management, air traffic management system for navigation, regulation of unmanned aircraft system, etc. During his stay in Mongolia, Mr Li also held bilateral meetings with a number of aviation authorities on matters of mutual interest including further collaboration and promotion of aviation safety.
In the presence of the International Civil Aviation Organization (ICAO) Secretary General Dr Fang Liu, Mr Li, together with representatives from the Hong Kong aviation industry, also signed a Memorandum of Understanding (MOU) on capacity building and safety enhancement among civil aviation leaders and organisations from France, Cambodia, Laos, Myanmar, the Philippines, Thailand and Vietnam. The MOU solidified the co-operation framework between the THB and the Direction Generale de l'Aviation Civile of France.
The CAD will continue to maintain close co-operation with its aviation partners and continue to support the ICAO's global aviation development initiatives.
