Third School Allocation Exercise 2017 on allocating a planned premises for operating a new aided primary school and its transitional operation at a vacant school premises

     The Education Bureau (EDB) announced today (August 9) that under the Third School Allocation Exercise (SAE) 2017, one new school premises under planning in Shui Chuen O, Sha Tin, is open for application by eligible applicant bodies for operating a new aided primary school. Pending completion of the new school premises, the school is required to operate at a vacant school premises (VSP) in Tai Wai, Sha Tin, from the 2018/19 school year in order to meet the projected increase in demand for public sector primary school places in Sha Tin. The new school premises in Shui Chuen O has been withdrawn from the Second SAE 2017 accordingly. Since the new aided primary school belongs to School Net 91 (Shatin Town Centre) of Sha Tin under the Primary One Admission, its school net will remain unchanged during the transitional period in which the new aided primary school is operating at the VSP in Tai Wai, i.e. School Net 91. Details of the new school premises under planning and the VSP are set out in the Annex.
 
     Allocation of school premises is on a competitive basis among applicant bodies. Quality of education will be the prime consideration in assessing the applications submitted by applicant bodies. Factors to be considered include the quality of the proposed school plan in running the new primary school at the temporary premises and the new school premises under planning, the arrangements for relocating to the new school premises, and the operation track records of the applicant bodies in operating schools (where applicable), particularly primary schools.

     All applications will be considered by the School Allocation Committee comprising official and non-official members. Applicant bodies are required to complete an application form and submit it together with the required supporting documents, a proposed school plan (of not more than 15 pages including all annexes plus a two-page executive summary) covering the vision and mission, management and organisation, learning and teaching, school ethos and support for students, students' performance targets and self-evaluation indicators, and a list of operating schools (if any). The applicant body may also make reference to the school(s) that it is operating and their respective performance to substantiate its case.

     In line with the EDB's established policy for school allocation, when submitting the application, the applicant body should be exempt from tax under Section 88 of the Inland Revenue Ordinance, and be:

(1) incorporated under the Companies Ordinance, (the successful applicant body would be required to ensure that its articles of association contain all the standard clauses and articles required for allocation of a school premises); or

(2) incorporated under other ordinances, with its constitution satisfying the Permanent Secretary for Education as being fit to be considered for allocation of a school premises.

     The duly completed application form and supporting documents, together with 22 copies of the proposed school plan with the executive summary, and list of operating schools, if any, should reach the Infrastructure and Research Support Division of the EDB (6/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong) by 5pm on September 15, 2017. Late or incomplete applications, as well as applications via email, will not be processed.
