******************************************************************************************
The Secretary for Labour and Welfare, Dr Law Chi-kwong, visited Yuen Long District today (July 31) to conduct home visits under the "Celebrations for All" project. He also took the chance to visit a welfare service facility and meet with District Councillors.

Together with the District Officer (Yuen Long), Mr Edward Mak, as well as representatives of the participating organisation and volunteers, Dr Law paid visits to some elderly residents and families with special needs in the district. They also distributed gift packs to the residents to express the care of the community and share the joy of the 20th anniversary of the establishment of the Hong Kong Special Administrative Region (HKSAR).

Joined by the Permanent Secretary for Labour and Welfare, Ms Chang King-yiu, and the Yuen Long District Council Chairman, Mr Shum Ho-kit, Dr Law then visited the Tung Wah Group of Hospitals Mr and Mrs Liu Lit Mo Child Development Centre at the Tin Ching Amenity and Community Building at Tin Ching Estate in Tin Shui Wai. The centre has been providing services mainly for children with special needs and their parents since March 2012. They toured the facilities and observed the training services on speech therapy, occupational therapy and physiotherapy. Dr Law and Ms Chang also met with parents of service recipients to learn more about their needs.

Dr Law said, "With a view to facilitating the healthy growth and development of children with special needs like others, the Government has already earmarked an annual recurrent expenditure of $460 million to regularise the Pilot Scheme on On-site Pre-school Rehabilitation Services upon its completion and to increase the number of service places to 7 000 in phases. In 2017-18, the Government will provide a non-means-tested training subsidy for children on the waiting list for Special Child Care Centres and about 1 500 additional subsidised places, with an estimated expenditure of about $110 million."

After the visit, Dr Law proceeded to the Yuen Long District Council to meet with councillors and exchange views on issues of mutual concern.

The "Celebrations for All" project is one of the major events to celebrate the 20th anniversary of the establishment of the HKSAR. The project is co-ordinated by the Home Affairs Department and implemented by non-governmental organisations in the 18 districts.
