     Following is the transcript of remarks by the Chief Secretary for Administration, Mr Matthew Cheung Kin-chung, at a media session after attending a gathering organised under Radio Television Hong Kong's Solar Project 2017 to support students of this year’s Hong Kong Diploma of Secondary Education today (July 10):
      
Reporter: When employing Under Secretaries or Political Assistants, what major factors will be taken into consideration for each candidate, and who will be involved in the decision making of employing which person?
 
Chief Secretary for Administration: Well, we have an appointments committee chaired by the Chief Executive and comprising myself, the Financial Secretary and also the Secretary for Justice. Our aim is to really examine the candidates carefully in the light of their commitment to Hong Kong, their commitment to the Government and also their abilities and credentials. So we take account of all the factors before we decide whether to offer an appointment, so the procedure will be followed strictly. And we believe the career must open to talent. Talent must come first, of course. Commitment, of course. All these will come into play.
 
Reporter:  And is political affiliation a major factor in consideration?
 
Chief Secretary for Administration: As I said, we will take into account a basket of considerations before we arrive at a final decision, and including credentials, their performance and also their abilities in general will certainly rate pretty high on the agenda.
