Assessment results of Batch 1 of Restored Landfill Revitalisation Funding Scheme announced

     The Environmental Protection Department (EPD) announced today (June 26) that two non-profit-making organisations, namely Christian Family Service Centre and Tung Wah Group of Hospitals, have been invited to develop detailed afteruse proposals to revitalise Ma Yau Tong Central Landfill in Kwun Tong and Tseung Kwan O Stage I Landfill in Sai Kung respectively under Batch 1 of the Restored Landfill Revitalisation Funding Scheme.

     After detailed consideration of all applications for Batch 1 of the scheme in accordance with the established assessment procedures and criteria, the Steering Committee on Restored Landfill Revitalisation Funding Scheme (the Steering Committee) considered the applications from Christian Family Service Centre and Tung Wah Group of Hospitals to be the most meritorious.

     According to the application submitted by the Christian Family Service Centre, they intend to develop an integrated community services-cum-activities centre (with major facilities including an outdoor adventure area, a farming area, a horticultural therapy garden, multi-purpose activity rooms, a small hall and public recreational space) at Ma Yau Tong Central Landfill, while Tung Wah Group of Hospitals proposes to revitalise the Tseung Kwan O Stage I Landfill into a camp site-cum-green education ground (with major facilities including tent camping grounds, green exhibition and activity facilities, a plant maze adventure zone and an outdoor recreational platform). Subject to the satisfaction of the Steering Committee with their detailed proposals, the Steering Committee will recommend the Secretary for the Environment to grant an in-principle approval to these organisations to develop the proposed projects. Regarding the funding for the capital works of each project, the EPD will follow the Government's established procedures to seek the necessary funding approval after consulting the relevant District Councils.

     Batch 1 of the scheme covers the restored landfills at Ma Yau Tong Central in Kwun Tong, Pillar Point Valley in Tuen Mun and Tseung Kwan O Stage I in Sai Kung. During the application period from November 27, 2015 to April 29, 2016, a total of 27 applications were received by the EPD, including seven applications each for Ma Yau Tong Central Landfill and Pillar Point Valley Landfill, and 13 applications for Tseung Kwan O Stage I Landfill.

     For the Pillar Point Valley Landfill in Tuen Mun, the Steering Committee considered that there was no suitable application as the applicants in general failed to address the various site constraints in developing their proposals. The EPD will review the development constraints of the site and consider how best to address the issues concerned to facilitate the future afteruse of the Pillar Point Valley Landfill.

     To expedite the development of suitable facilities at restored landfills, $1 billion has been earmarked under the Capital Works Reserve Fund to set up the Restored Landfill Revitalisation Funding Scheme to provide funding for eligible organisations to develop recreational facilities or other innovative proposals at seven restored landfills. To take the scheme forward, the Government has established a Steering Committee, chaired by Mr Bernard Chan, to advise on the operational arrangements of the scheme and to assist in assessing the funding applications and monitoring the progress of approved projects.
