Senior appointments (with photos)

     The Government announced today (June 22) the following senior appointments:

(a) Ms Bernadette Linn Hon-ho, Director of Lands, will assume the post of Permanent Secretary for Development (Planning and Lands) on July 1, 2017;

(b) Mrs Marion Lai Chan Chi-kuen, Permanent Secretary for Education, will assume the post of Permanent Secretary for Security on July 5, 2017;

(c) Ms Alice Lau Yim, Permanent Secretary, Chief Executive's Office, will assume the post of Permanent Secretary for Financial Services and the Treasury (Treasury) on July 17, 2017;

(d) Mr Roy Tang Yun-kwong, Commissioner of Customs and Excise, will assume the post of Permanent Secretary for Constitutional and Mainland Affairs on July 19, 2017;

(e) Ms Elizabeth Tse Man-yee, Permanent Secretary for Financial Services and the Treasury (Treasury), will assume the post of Permanent Secretary for Food and Health (Health) on July 24, 2017;

(f) Ms Chang King-yiu, Permanent Secretary for Constitutional and Mainland Affairs, will assume the post of Permanent Secretary for Labour and Welfare on July 26, 2017;

(g) Mrs Ingrid Yeung Ho Poi-yan, Commissioner for Transport, will assume the post of Permanent Secretary for Education on July 26, 2017; and

(h) Mrs Jessie Ting Yip Yin-mei, Secretary-General, Office of the Chief Executive-elect, will assume the post of Permanent Secretary, Chief Executive's Office on July 1, 2017.

     The Secretary for the Civil Service, Mr Clement Cheung, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts and lead their offices to rise to the challenges ahead."

     On the retirement of the former Permanent Secretary for Labour and Welfare Miss Annie Tam Kam-lan, who has proceeded on pre-retirement leave, Mr Cheung said, "Miss Tam has rendered over 36 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Permanent Secretary for Labour and Welfare, Miss Tam worked tirelessly to roll out an impressive package of new measures to help the underprivileged class and contributed tremendously towards eliminating poverty and improving upward mobility. On the labour side, she tackled many contentious issues and played a key role in promoting communication between employers and employees. I wish her a fulfilling and happy retirement."

Miss Annie Tam Kam-lan

     Miss Tam joined the Administrative Service in August 1980 and rose to the rank of Administrative Officer Staff Grade A1 in April 2014. She has occupied key management positions in different bureaux and departments including the former Civil Service Branch, the former New Territories Administration, the former City and New Territories Administration, the former Home Affairs Branch, the former Health and Welfare Branch, the former Economic Services Branch, the former University and Polytechnic Grants Committee, the former Chief Secretary's Office, the former Constitutional Affairs Branch, the former Government Supplies Department, the former Information, Technology and Broadcasting Bureau and the Department of Justice. She was Deputy Secretary for Housing, Planning and Lands (Planning and Lands) from November 2006 to June 2007, Director of Lands from July 2007 to June 2012 and Permanent Secretary for Labour and Welfare from July 2012 to April 2017.

Ms Chang King-yiu

     Ms Chang joined the Administrative Service in August 1983 and rose to the rank of Administrative Officer Staff Grade A1 in April 2009. She has served in a diverse range of bureaux and departments, including the former City and New Territories Administration, the former Medical and Health Department, the former Transport Branch, the former Security Branch, the former Planning, Environment and Lands Branch, the Home Affairs Department, the former Home Affairs Branch, the Security Bureau and the Chief Secretary for Administration's Office. She was Permanent Secretary, Chief Executive’s Office from February 2006 to October 2007 and Permanent Secretary for Security from October 2007 to July 2012 before taking up appointment as Permanent Secretary for Constitutional and Mainland Affairs in July 2012.

Mrs Marion Lai Chan Chi-kuen

     Mrs Lai joined the Administrative Service in August 1982 and rose to the rank of Administrative Officer Staff Grade A1 in April 2011. Her career spanned a broad spectrum of bureaux and departments, including the former Councils and Administration Branch, the former Medical and Health Department, the former City and New Territories Administration, the former General Duties Branch, the Housing Department, the former Security Branch, the former Civil Service Branch, the former Official Languages Agency, the Chief Secretary for Administration's Office, the Social Welfare Department, the Food and Environmental Hygiene Department, and the former Commerce, Industry and Technology Bureau. She was Director-General of Telecommunications from July 2007 to March 2010 and Permanent Secretary for Food and Health (Food) from April 2010 to January 2015, and was appointed Permanent Secretary for Education in January 2015.

Ms Elizabeth Tse Man-yee

     Ms Tse joined the Administrative Service in August 1984 and rose to the rank of Administrative Officer Staff Grade A1 in April 2011. She has held key management positions in different bureaux and departments, including the former Security Branch, the former City and New Territories Administration, the former Economic Services Branch, the former Finance Branch, the former New Airport Projects Co-ordination Office, the former Trade and Industry Branch, the former Finance Bureau and the Chief Secretary for Administration's Office. She was Permanent Secretary, Chief Executive's Office from October 2007 to April 2010 and Permanent Secretary for Commerce and Economic Development (Communications and Technology) from April 2010 to July 2012, and has been Permanent Secretary for Financial Services and the Treasury (Treasury) since July 2012.

Mr Roy Tang Yun-kwong

     Mr Tang joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A in April 2013. He has served in a wide range of policy bureaux and departments including the former Finance Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in Tokyo, the former New Airport Projects Co-ordination Office, the former Transport Bureau, the former Environment, Transport and Works Bureau, the Environmental Protection Department and the Environment Bureau. He was Deputy Secretary for Labour and Welfare (Welfare) from May 2010 to September 2011 and Director of Broadcasting from September 2011 to August 2015 before taking up the present position of Commissioner of Customs and Excise since August 2015.

     Ms Linn joined the Administrative Service in January 1989 and rose to the rank of Administrative Officer Staff Grade A in April 2014. She has served in a wide range of policy bureaux and departments, including the former City and New Territories Administration, the former New Airport Projects Co-ordination Office, the former Civil Service Branch, the former Finance Bureau and the former Education and Manpower Bureau. She was Deputy Secretary for Financial Services and the Treasury (Treasury) from November 2008 to March 2010 and Private Secretary to the Chief Executive from April 2010 to June 2012 before taking up appointment as Director of Lands in July 2012.

Mrs Ingrid Yeung Ho Poi-yan

     Mrs Yeung joined the Civil Service in June 1986 as an Executive Officer.  She later joined the Administrative Service in June 1988 and was promoted to the rank of Administrative Officer Staff Grade A in April 2014. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Constitutional Affairs Branch, the Department of Health, the former Security Branch, the Home Affairs Department and the former Environment and Food Bureau. She was Deputy Secretary for Health, Welfare and Food (Health) (later re-titled as Deputy Secretary for Food and Health (Health)) from April 2005 to August 2008 and Deputy Secretary for the Civil Service from October 2008 to October 2012, and has served as Commissioner for Transport since October 2012.

     Ms Lau joined the Administrative Service in August 1990 and rose to the rank of Administrative Officer Staff Grade A in April 2014. She has served in various policy bureaux and departments, including the former Monetary Affairs Branch, the former Chief Secretary's Office, the Central Policy Unit, the former Constitutional Affairs Branch, the former Finance Bureau, the Chief Secretary for Administration's Office, the former Economic Services Bureau, the former Commerce, Industry and Technology Bureau and the Food and Environmental Hygiene Department. She was Deputy Secretary for Financial Services and the Treasury (Treasury) from March 2010 to March 2012 and Secretary-General, Office of the Chief Executive-elect from March 2012 to June 2012, and was appointed Permanent Secretary, Chief Executive's Office in July 2012.

Mrs Jessie Ting Yip Yin-mei

     Mrs Ting joined the Administrative Service in September 1985 and rose to the rank of Administrative Officer Staff Grade A in April 2014. She has served in a wide range of policy bureaux and departments, including the Housing Department, the former General Duties Branch, the former Economic Services Branch, the former Civil Service Branch, the former Finance Branch, the former Information Technology and Broadcasting Bureau, the former Works Bureau, the Civil Service Bureau, the Chief Executive's Office and the Security Bureau. She was Deputy Secretary for Development (Works) from September 2009 to October 2011 and Postmaster General from October 2011 to March 2017 before assuming the post of Secretary-General, Office of the Chief Executive-elect in March 2017.
