     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, on the Charter on External Lighting and the long-term conservation of Sha Lo Tung after attending the award ceremony for the Charter on External Lighting today (June 15):
 
Reporter: Mr Wong, two questions. Regarding external lighting, would you consider legislation after one year as it is still on a voluntary basis for now? The second question is regarding Sha Lo Tung. Would you consider using similar methods in other conservation sites like Sha Lo Tung?
 
Secretary for the Environment: Regarding the (Charter on) External Lighting, you can see that today's ceremony is celebrating that there are more than 4 000 companies and organisations signing the Charter. So it is the first step to promote the more responsible use of external lighting through the Charter scheme. As I said earlier, I would like to see the progress of the Charter scheme in the forthcoming, say, around three years, so we can monitor the performance and the result and to gauge whether we should have other means to regulate or control the external lighting.
 
     Regarding Sha Lo Tung, I said it is a unique site and we need active management of the ecology in the Sha Lo Tung area so that we can conserve the very high value of ecology there. The Government has tried different means to conserve Sha Lo Tung in the past, but at this stage, we consider that the proposed non-in-situ site exchange would be the best means to conserve the ecology in Sha Lo Tung.
 
Reporter: So would you consider using similar methods in other conservation sites as well?
 
Secretary for the Environment: I have said that in our announcement (press release). Sha Lo Tung's situation, its ecology and also the related issues are really unique. So we handle this case as an individual and isolated case. That's the approach.
