LegCo Panel on Development concludes duty visit in Dongjiang River Basin (with photos)

     The delegation of the Legislative Council (LegCo) Panel on Development continued the duty visit today (April 15) in the Dongjiang River Basin in Guangdong Province. After visited the Taiyuan Pumping Station in Dongguan and the Shenzhen Reservoir, the delegation returned to Hong Kong in the evening to conclude the visit programme. 

     The delegation departed for Qiaotou Town in Dongguan in the morning and visited the Taiyuan Pumping Station, which is the intake point of Dongjiang water supplied to Hong Kong. Members received a briefing on the Dongjiang-Shenzhen Water Supply Scheme and the operation of the pumping station. They learnt that raw water of Dongjiang arriving in Dongguan entered the Dongjiang-Shenzhen Water Supply System via the Taiyuan Pumping Station. 

     Members then departed for Shenzhen. In the afternoon, Members first visited the Bio-nitrification Plant situated at the inlet of the Shenzhen Reservoir. In order to improve the quality of the water, raw water of Dongjiang is processed at the Plant before flowing into the Shenzhen Reservoir. Members received a briefing by a representative of the Plant on the treatment process of the raw water of Dongjiang, and then toured the facilities at the Plant.

     Members also visited the 110 Command Centre of the Dongshen Branch of the Shenzhen Public Security Bureau and received a briefing on the Comprehensive Remediation Project for Water Environment of Shawan River Basin (the Project). The Project started in December 2016 and is expected to complete in 2019. The Project works include desilting the river channel to improve the quality of river water; and laying sewage pipes and expanding the sewage treatment plant to reduce direct discharge of effluent to the river and to reduce the risk of contamination of the Shenzhen Reservoir by floodwater discharged from Shawan River. Members obtained the latest update on the Project and learnt of the effectiveness of the Project in further securing the quality of Dongjiang water supplied to Hong Kong.

     Before departing for Hong Kong, the delegation made its final stop at the dam of the Shenzhen Reservoir to gain a better understanding of the condition of Dongjiang water before being conveyed to the connecting pipe to Hong Kong.

     The delegation concluded the duty visit and returned to the LegCo Complex this evening.

     In summing up the trip, the delegation leader cum Deputy Chairman of the LegCo Panel on Development, Mr Kenneth Lau, described the two-day visit programme that covered the key operating stops of the Dongjiang-Shenzhen Water Supply System as substantial. The duty visit enhanced Members' understanding of the condition of the Dongjiang water before it is conveyed to Hong Kong. In particular, Members were able to obtain first-hand information about the measures targeting at improving the quality of Dongjiang water supplied to Hong Kong. He believed the duty visit would facilitate Members' future deliberation of the related topics at LegCo.

     On behalf of the delegation, Mr Kenneth Lau thanked the Development Bureau, the Water Supplies Department and the Guangdong Provincial authorities for their assistance to arrange for the duty visit.

     The 18 strong delegation of the LegCo Panel on Development conducted a two-day duty visit to the Dongjiang River Basin in Guangdong Province on April 14 and 15 (Friday to Saturday). The delegation is led by the delegation leader Mr Kenneth Lau as well as Panel members cum deputy delegation leaders, Dr Helena Wong and Dr Lo Wai-kwok. Other participating Members include Panel members Mr Chan Kin-por, Mr Paul Tse, Mr Leung Kwok-hung, Mr Yiu Si-wing, Mr Chan Han-pan, Mr Leung Che-cheung, Mr Kenneth Leung, Ms Alice Mak, Dr Junius Ho, Mr Holden Chow, Mr Shiu Ka-chun, Ms Tanya Chan and Mr Lau Kwok-fan, and non-Panel members Mr Charles Mok and Dr Elizabeth Quat.
