LCQ2: Construction costs of subsidised housing flats

     Following is a question by the Hon Abraham Shek and a written reply by the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung, in the Legislative Council today (April 12):

Question:
 
     Regarding the construction costs of the public rental housing (PRH) and Home Ownership Scheme (HOS) flats produced by the Hong Kong Housing Authority, as well as those of subsidised sale flats (SSF) produced by the Hong Kong Housing Society, will the Government set out in tables the following information:
 
(1) the average construction costs (i) per square foot (ft2) of the construction floor area (CFA) and (ii) per flat of the PRH projects completed or to be completed in each of the financial years from 2015-2016 to 2020-2021;
 
(2) the average construction costs (i) per ft2 of CFA and (ii) per flat of the HOS projects completed or to be completed in each of the financial years from 2016-2017 to 2020-2021; and
 
(3) the average construction costs (i) per ft2 of CFA and (ii) per flat of the SSF projects completed or to be completed in each of the financial years from 2015-2016 to 2020-2021?

     My reply to the question on construction costs of public housing raised by the Hon Abraham Shek is as follows:

(1) The estimated average construction costs per square foot (ft2) of construction floor area (CFA) and per flat of the public rental housing (PRH) projects completed or to be completed by the Hong Kong Housing Authority (HA) during the period from 2015-16 to 2020-21 are set out below:

^  The estimated average construction costs of some projects for 2020-21, which are yet to be put out to tender, are relatively higher due to the conditions and constraints related to the sites.

(2) The estimated average construction costs per ft2 of CFA and per flat of the Home Ownership Scheme (HOS) projects to be completed by HA during the period from 2016-17 to 2020-21 are set out below. There was no HOS project completed by HA in 2015-16.

(3) Regarding the subsidised sale flats (SSF) projects completed or to be completed by the Hong Kong Housing Society (HKHS) during the period from 2015-16 to 2020-21, the average construction costs per ft2 of CFA and per flat are set out below.  In 2016-17, 2017-18 and 2020-21, there will be no completion of SSF projects by HKHS.
