Increase of maximum seating capacity of light buses proposed

     The Government will gazette next Friday (April 7) the Road Traffic (Amendment) Bill 2017. The Bill seeks to increase the maximum seating capacity of light buses (including both public light buses (PLBs) and private light buses) from 16 to 19.

     To better meet passenger demand for PLB services, in particular during peak periods, the Bill proposes to revise the definitions of "bus" and "light bus" under the Road Traffic Ordinance (Cap. 374) to increase the maximum seating capacity of light buses. 

     "The last seat increase for light buses was in 1988, when the seating capacity was increased from 14 to 16. The Government now proposes to increase the seating capacity of light buses in view of the increased passenger demand. This would be most effective in meeting the passenger demand during peak periods," the Government spokesman said today (March 28).

     "When deciding on the appropriate maximum seating capacity, the main considerations are the supply and demand for PLBs and the need to maintain the delicate balance amongst various public transport services. Setting the maximum seating capacity of PLBs at 19 should be the best arrangement in balancing the two considerations. The policy considerations would not be based on a particular type or model of vehicle as the market would be responsive to policy changes," the Government spokesman continued.

     It is not mandatory to increase the seating capacity. PLB operators may in future take into account the operational conditions and passenger demand in deciding on their own whether to increase the seating capacity of their PLBs and the exact number of seats to be added (subject to the new seat limit), as well as the time of implementation.

     Increasing the maximum seating capacity, rather than increasing the number of PLBs, could be able to better meet the passenger demand and reduce passengers' waiting time, in particular during peak periods, without having to generate additional traffic flow and increase the burden on road traffic.

     The Bill also suggests adding a transitional provision, such that existing vehicles registered as private buses or public buses with seating capacities of 17 to 19 can retain their current classifications after the implementation of the proposal in order to avoid disruption of services.

     The Bill will be introduced into Legislative Council on April 26.
