Amendments to Strategic Commodities Control List gazetted

     The Government will table at the Legislative Council next Wednesday (March 29) the Import and Export (Strategic Commodities) Regulations (Amendment of Schedule 1) Order 2017.

     "Hong Kong has been closely following the controls adopted by international non-proliferation regimes. The purpose of the Order is to reflect the changes to the control lists of strategic commodities adopted by international non-proliferation regimes which have come into effect after the last amendment of Schedule 1 in 2015," a spokesperson for the Trade and Industry Department (TID) said.

     In tandem with technological developments, the amendments relax control over items in certain categories of dual-use strategic commodities, notably the categories of electronics, computers, as well as telecommunications and information security products. At the same time, new control is imposed on certain categories of dual-use strategic commodities, including the categories of sensors and lasers, navigation and avionics, and nuclear materials, facilities and equipment. In Hong Kong, electronics, computers, as well as telecommunications and information security products are commonly traded strategic commodities. Pursuant to the Import and Export Ordinance, the import and export of strategic commodities is subject to licensing control by the Director-General of Trade and Industry. 

     The Order was gazetted today (March 24) and will be tabled at the Legislative Council on March 29. The Order will come into force on a day to be appointed by the Director-General of Trade and Industry by a notice published in the Gazette later. Traders may access the Gazette online (www.gld.gov.hk/egazette).
