LegCo to debate motion on reviewing and reorganizing the Government structure

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (March 1) at 11am in the Chamber of the LegCo Complex.  During the meeting, Members will debate a motion on reviewing and reorganizing the Government structure.

     The motion, moved by Mr Kenneth Leung, states: "That the current-term Government has successively committed blunders in its policy implementation, and these reflect problems in the policy portfolios, functions and coordination of work of various policy bureaux; in this connection, this Council urges the Government to, after consulting the Legislative Council and the public, examine afresh the policy portfolios, functions and work objectives of various policy bureaux, and conduct structural reorganization on a need basis to effect appropriate adjustments and division of labour, so as to achieve optimization of the use of public resources, promotion of the efficiency of policy implementation and enhancement of the ability of governance."

     Mr Yiu Si-wing, Dr Helena Wong, Mr Chan Hak-kan and Dr Lo Wai-kwok will move separate amendments to Mr Kenneth Leung's motion.

     Mr Tommy Cheung will move a motion on actively studying the establishment of a middle class commission.  The motion states: "That this Council requests the Government to actively study the establishment of a middle class commission."

     Mr Frankie Yick, Dr Lo Wai-kwok, Mr Hui Chi-fung, Mr Kwok Wai-keung, Dr Elizabeth Quat, Mr Michael Tien and Dr Kwok Ka-ki will move separate amendments to Mr Tommy Cheung's motion.

     In addition, Mr Wilson Or will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Minimum Wage Ordinance (Amendment of Schedule 3) Notice 2017 and the Employment Ordinance (Amendment of Ninth Schedule) Notice 2017 laid on the table of the Council on February 8, 2017 to the meeting of March 29, 2017. 

     On Government motions, the Secretary for Labour and Welfare will move three proposed resolutions under the Employees' Compensation Ordinance, the Pneumoconiosis and Mesothelioma (Compensation) Ordinance and the Occupational Deafness (Compensation) Ordinance respectively to resolve that, with effect from April 1, 2017, the three Ordinances be amended.

     On bills, Members will resume the Second Reading debate on the Fire Services (Amendment) Bill 2016.  If the Bill is supported by Members and receive its Second Reading, it will then go through the Committee stage and be read the third time.

     The Cross-boundary Movement of Physical Currency and Bearer Negotiable Instruments Bill will also be introduced into the Council for the First Reading and the Second Reading.  The Second Reading debate on the Bill will be adjourned.

     During the meeting, Members will also ask the Administration 22 questions on various policy areas, six of which require oral replies.
