First meeting of Joint Task Force on the Development of the HK-Shenzhen Innovation and Technology Park in the Loop held in Shenzhen (with photos)

     The Secretary for Innovation and Technology, Mr Nicholas W Yang, and the Vice Mayor of Shenzhen Municipality, Mr Ai Xuefeng, in Shenzhen today (February 9) co-chaired the first meeting of the Joint Task Force on the Development of the Hong Kong-Shenzhen Innovation and Technology Park in the Loop (the Joint Task Force).
      
     At the meeting, both sides endorsed the terms of reference, operation and composition of the Joint Task Force in accordance with the "Memorandum of Understanding on Jointly Developing the Lok Ma Chau Loop by Hong Kong and Shenzhen". The Secretary for Innovation and Technology will serve as the leader of the Hong Kong side, with the Permanent Secretary for Innovation and Technology as the deputy leader. Members of the Hong Kong side come from the Development Bureau, the Constitutional and Mainland Affairs Bureau, the Education Bureau, the Commerce and Economic Development Bureau, the Innovation and Technology Commission and the Civil Engineering and Development Department. The terms of reference of the Joint Task Force include: conducting discussions and consultations on major issues relating to the development of the Hong Kong-Shenzhen Innovation and Technology Park; overseeing and monitoring the development progress of the Hong Kong-Shenzhen Innovation and Technology Park; providing views to the subsidiary company to be set up by the Hong Kong Science and Technology Parks Corporation; and making nominations of members of the Board of Directors of the subsidiary company to the Hong Kong Special Administrative Region (HKSAR) Government.
      
     The work plan for taking forward the development of the Hong Kong-Shenzhen Innovation and Technology Park was also discussed at the meeting. Items included preparations for the statutory Outline Zoning Plan, Advanced Works for the Lok Ma Chau Loop and the design for Main Works Package 1, consultation with relevant panels of the Legislative Council, the land grant to the Hong Kong Science and Technology Parks Corporation and preparation work of the Hong Kong Science and Technology Parks Corporation. Both sides also confirmed the composition and decision-making process of the subsidiary company to be set up by the Hong Kong Science and Technology Parks Corporation.
      
     Mr Yang said that the Hong Kong-Shenzhen Innovation and Technology Park is a mega innovation and technology project with a far-reaching impact. Combining the strengths of both sides, the Park will be an international platform bringing together top enterprises and institutes from different parts of the world. Under the principle of "one country, two systems" and with the exercise of HKSAR law, systems and practices, the Lok Ma Chau Loop area will surely be a powerful new engine for advancing innovation and technology development and generating synergy effect with the Shenzhen Innovation and Technology Zone on the north side of Shenzhen River and adjacent to the Loop, thus bringing mutual benefits to the two places.
      
     In addition to Mr Yang, officials of the HKSAR Government attending the meeting included the Permanent Secretary for Innovation and Technology, Mr Cheuk Wing-hing; the Commissioner for Innovation and Technology, Ms Annie Choi; and relevant officials from the Development Bureau, the Constitutional and Mainland Affairs Bureau, the Education Bureau, the Commerce and Economic Development Bureau, the Innovation and Technology Commission, the Civil Engineering and Development Department and the Lands Department.
