Designated display spots for candidates in 2017 Chief Executive Election

     A spokesman for the Registration and Electoral Office said today (January 20), "To safeguard the fairness of the Chief Executive Election and ensure that no candidate in the election will have any unfair advantage over others in publicity through designated display spots, relevant government departments have issued a letter to the incumbent Legislative Council and District Council members today to remind them that the public display spots allocated to them should not be used for the purpose of promoting or prejudicing the election of any candidate in the Chief Executive Election."
 
     The spokesman added, "If a public display spot of an incumbent member is found to be used for the purpose of promoting or prejudicing the election of any candidate in the Chief Executive Election, the revocation of permission in respect of that public display spot will take immediate effect and the relevant display materials will be removed without prior notice with the costs of removal to be recovered from the member concerned. This arrangement will take effect from February 1, 2017. Members are also advised to note the provisions on the requirements and liabilities which may arise under the relevant electoral legislation and guidelines if the publicity materials are found to be election advertisements.
 
     "In addition, to ensure fairness of the election, under the existing arrangement, if an incumbent Legislative Council or District Council member stands for the Chief Executive Election, all the public display spots allocated in his or her capacity as a Legislative Council or District Council member will be temporarily suspended from February 1 to March 31, 2017, or until further notice. If an incumbent Legislative Council or District Council member stands for the Chief Executive Election on or after February 1, the permission of the public designated display spots allocated to him or her will also be immediately suspended. If the member concerned fails to remove the relevant publicity materials, such materials will be removed by the Government without prior notice with the costs of removal to be recovered from the member concerned. The relevant department will send a letter to inform the candidate(s) concerned of the above-mentioned arrangement."
