Three successful prosecutions by EPD against illegal disposal of construction waste
***********************************************************************************
Three men who illegally disposed of construction waste in public places were fined a total of $30,000 at the Kwun Tong Magistrates' Courts today (November 24) for contravening the Waste Disposal Ordinance (WDO).

A spokesman for the Environmental Protection Department (EPD) said that all three cases involved the disposal of construction waste generated by building renovation works. Among these, two cases took place at fly-tipping black spots at Wai On Street in Tai Kok Tsui and outside a refuse collection point at Pik Sha Road in Sai Kung, while the other case was near the roundabout at Yuk Wah Street in Tsz Wan Shan. EPD staff conducted blitz operations at these places in May and July this year and the three offenders were caught red-handed while disposing of renovation waste illegally.

Under the WDO, it is an offence for anyone to dispose of construction waste in public places. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment. A maximum fine of $500,000 and six months' imprisonment may be imposed on second or subsequent convictions. In addition, a daily fine of $10,000 may be imposed for a continuing offence.

The spokesman reminded people carrying out building renovation works or handling construction waste that they should dispose of construction waste in accordance with the law. They may arrange for recyclers to collect construction waste with reusable or recycling value, while non-recyclable construction waste should be delivered to construction waste management facilities, such as designated waste transfer facilities, public fill reception facilities or landfills, for disposal.
