********************************************
The Secretary for the Civil Service, Mr Clement Cheung, visited the Highways Department (HyD) today (November 4) to learn more about the work of the department and to take the opportunity to meet its staff.

Mr Cheung first met with the Director of Highways, Mr Daniel Chung, and the directorate staff. He noted that the HyD is committed to developing and upkeeping the road network as well as planning and implementing railway development to world-class standards.

Mr Cheung then met colleagues of the Survey Division to understand the operation of the Mobile Mapping System for acquiring 360-degree panoramic photographic images and data of streets for establishment of the road asset inventory.

Later, Mr Cheung toured the New Territories Regional Office, one of the two Regional Offices under the HyD which are responsible for district roadworks administration and highway maintenance. Mr Cheung also visited the Emergency Control Centre (ECC) and learned that the ECC will be activated during severe weather conditions, natural disaster incidents or emergency situations to handle emergency work on public roads in order to keep the road network open for public service at all times.

Mr Cheung then toured the Major Works Project Management Office and was briefed by engineers on various major highway projects, including the Central-Wan Chai Bypass and Island Eastern Corridor Link (CWB) as well as the Central Kowloon Route Project. Mr Cheung said he was pleased to learn that when the CWB project is completed, the travelling time between Central and North Point will be reduced to five minutes.

Before concluding his visit, Mr Cheung met the staff representatives of various grades at a tea gathering to exchange views on issues that concern them. He praised colleagues for their efforts, and encouraged them to continue to expand and improve the road network so as to enhance the quality of life of the community.

After assuming the post of Secretary for the Civil Service, Mr Cheung has visited 24 departments including the HyD today, to take a closer look at their operations and to take the opportunity to meet departmental management and staff representatives to step up mutual communication, enhance staff relations and exchange views on human resources management.
