Person-in-charge of renovation work convicted and fined for illegal dumping of construction waste following report from public

     A person-in-charge of renovation work involving illegal dumping of construction waste was convicted and fined $5,000 at Eastern Magistrates' Courts today (October 31) for contravening the Waste Disposal Ordinance (WDO).

     A spokesman for the Environmental Protection Department (EPD) said that the department had earlier received a report from a member of the public, saying that an illegal dumping incident involving construction waste was spotted in the vicinity of Western District Public Cargo Working Area at Shing Sai Road, Kennedy Town. Based on the information and video recording provided by the member of public, the EPD traced the responsible person concerned and instituted prosecution according to the WDO.

     The spokesman urged the public to make a report to the EPD when witnessing illegal dumping of construction waste. EPD enforcement staff will conduct an investigation according to the information provided and carry out prosecution should there be sufficient evidence.

     Under the WDO, a person commits an offence if he or she disposes of waste at public places or government land or without the permission of land owners. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment.

     The spokesman also reminded members of the construction and transportation sectors to take all proper precautions and exercise due diligence to dispose of construction waste in accordance with laws. They may arrange for recyclers to collect construction waste with reusable or recycling value, while non-recyclable construction waste should be delivered to construction waste management facilities, such as specific waste transfer facilities, public fill reception facilities or landfills, for disposal.
