The Chief Executive Officer of WKCDA is an ex-officio member of the Board.

A government spokesman said that the 15 non-official members, with their wealth of experience and expertise in different sectors, including arts and culture, engineering, surveying, business and finance, law and community service, would provide needed knowledge and valuable advice to the Board to discharge its statutory duties and to oversee the development process of the WKCD.

"I would like to thank the four outgoing members - Dr Allan Zeman, Mr Andrew Lam Siu-lo, Dr Fredric Mao Chun-fai and Ms Cissy Pao Pui-lai - for their invaluable contribution to the work of the Board in the past years and I look forward to their continued support for the WKCD project in other capacities," said the Chairman of the Board, Mrs Carrie Lam.

"I would like to pay particular tribute to Dr Zeman who has been closely involved in this mega cultural investment from the project's inception over a decade ago. His passion and inspiration are deeply appreciated," Mrs Lam added.

The WKCDA Ordinance (Cap. 601) provides that the Board is the governing and executive body of the WKCDA. It is responsible for the planning, development, operation and maintenance of the arts and cultural facilities and related facilities in WKCD.

Since its establishment in October 2008, the Board of WKCDA has formulated various strategies crucial to the development of WKCD and the operation of WKCDA, which include charting the direction for the organisational setup of WKCDA, seeking approval of the Development Plan for WKCD following extensive public engagement, planning and design of the various facilities, as well as embarking on initiatives in developing cultural software. It has also actively promoted engagement with the public and stakeholders.
