Hung Shui Kiu New Development Area Revised Recommended Outline Development Plan announced (with photos)

     The Planning Department and the Civil Engineering and Development Department today (September 5) announced the Hung Shui Kiu (HSK) New Development Area (NDA) Revised Recommended Outline Development Plan (the Revised RODP) prepared under the HSK NDA Planning and Engineering Study.

     The HSK NDA will be the next-generation new town of Hong Kong providing homes for about 218,000 residents, including 176,000 in new population. Apart from being a major source of housing land supply providing 61,000 new flats, the HSK NDA, being strategically located in the Northwest New Territories (NWNT), will also serve as a Regional Economic and Civic Hub. It will offer development space for various commercial and industrial uses as well as government, institution and community facilities and open spaces to serve the population in the NDA and the nearby Tin Shui Wai, Tuen Mun and Yuen Long districts. The economic land uses include offices, hotels, retail, innovation and technology uses, modern logistics and modern industries.

     The provision of about 150,000 employment opportunities of different natures and profiles will create an employment centre in the NWNT serving the future population as well as achieving better spatial distribution of population and employment in the territory. In transforming the area into a new-generation new town with comprehensive planning and design, the vast extent of brownfield land in the area (about 190 hectares) must also be turned to more optimal uses and land utilisation must be improved.

     The study has adopted an open and collaborative three-stage community engagement over the past few years to incorporate public views into the planning and design of the NDA. The study has also undertaken various assessments to ascertain the technical feasibility of the proposals. 

     The information digest explaining the Revised RODP and the Stage 3 community engagement report summarising the public views gathered and with the responses provided are available on the study website (www.hsknda.gov.hk) for public reference.

     The Government will continue to work on the details of the implementation arrangements for the project in the light of the public views and suggestions collected during the Stage 3 community engagement.

Together with the planned Regional Plaza and civic node around the proposed HSK Station, it will be the major town centre of the HSK NDA and a regional economic and civic hub of the North West New Territories.
