EPD provides update on latest progress of Community Green Stations (with photos)

     The Environmental Protection Department (EPD) announced today (September 2) that, following an open tender, Christian Family Service Centre (CFSC) has been awarded the three-year service contract for the Kwun Tong Community Green Station (CGS). The contract will commence today.

     An EPD spokesman said, "CFSC is now operating the Sha Tin CGS. We believe that CFSC, with more than 60 years of experience in providing local community services in Kwun Tong, is capable of operating the Kwun Tong CGS project. The Kwun Tong CGS is located at the junction of Sheung Yee Road and Kai Fuk Road in Kowloon Bay. Its construction has been making good progress. Subject to the progress of other preparatory works, it is expected to commence operation in late 2016 at the earliest."

     The Sha Tin CGS and the Eastern CGS commenced operation in May and August 2015 respectively. Both projects have been well received by the local community and have been making good progress in providing logistical support for community recycling. They have also organised environmental education programmes in different formats to publicise the messages of "Use Less, Waste Less" and "Clean Recycling" so that green living can take root at the community level.

     The spokesman said, "Operators of the two CGSs have already established extensive service networks to collect recyclables from housing estates, covering around 90 per cent of the population in the respective districts. We are also working with the CGS operators to set up mobile collection points at suitable public places to facilitate recycling by the public. The operators will also step up publicity to encourage recycling, thereby increasing the quantity of recyclables that are recovered and reducing the burden on the landfills."

     The Sha Tin CGS has been collecting an increasing amount of recyclables. In the quarter ending June 30, a total of 76 tonnes has been collected, which is equivalent to an annualised throughput of over 300 tonnes. They mainly comprise low-value recyclables including electrical appliances, glass containers, compact fluorescent lamps and tubes and rechargeable batteries as well as a small amount of waste paper, waste plastic and waste metal. Meanwhile, the Eastern CGS has achieved an annualised throughput of over 260 tonnes. Apart from conducting a regular recyclables collection service, both of the CGS operators also hold featured green events on an ad hoc basis. Among these, there are bi-monthly swap events which are popular in the local community and can encourage the exchange of reusable resources such as used clothing and books and other suitable items. In response to the increasing community demand, both of the CGS projects have also stepped up logistical support for recycling of properly cleaned plastic bottles.

     As for the progress of CGS projects in other districts, the service contracts of the Yuen Long CGS and the Sham Shui Po CGS will be awarded at a later stage having regard to the progress of the relevant construction works. Further details will be announced in due course. There are eight CGS projects with secured sites and they are under various stages of development and construction. Site selection for the remaining five CGS projects will continue.

The Sha Tin Community Green Station is stepping up logistical support for recycling of clean plastic bottles. When the quantity of collected plastic bottles temporarily stored in the facility reaches a certain amount, the waste is delivered to suitable outlets for proper treatment and recycling into useful materials.
The Eastern Community Green Station holds bi-monthly swap events to encourage exchange of reusable resources such as used clothing and books and other suitable items. Remaining reusable resources are utilised through sales in community second-hand shops or donation to welfare organisations.
