Disciplinary action taken against registered lift contractor
************************************************************
The Registered Lift Contractor Disciplinary Board has completed disciplinary hearings on the performance of ThyssenKrupp Elevator (HK) Limited, and decided that the company shall be disciplined for misconduct and neglect that contravene relevant sections of the Lifts and Escalators Ordinance. The Electrical and Mechanical Services Department welcomes the decision.

The Board ordered ThyssenKrupp to pay a fine of $180,000 and to pay the costs and expenses incurred in the proceedings totalling $136,342. The Board's decision and order were published in the Gazette today (July 22). Details are available at the website: www.gld.gov.hk/egazette/pdf/20162029/egn201620294103.pdf.

ThyssenKrupp committed four disciplinary offences while being the contractor of the lift works at Selwyn Factory Building, Kwun Tong. It failed to ensure the works were carried out by two or more lift workers on four different occasions from April to September 2014, repeatedly contravening the requirement under section 4.11 of the Code of Practice for Lift Works and Escalator Works.

A spokesman for the Electrical and Mechanical Services Department said, "We will continue to strictly enforce the Ordinance to ensure that the public can enjoy safe and reliable lift services and to safeguard the occupational safety of lift industry practitioners."

In exercising his power under section 109(1) of the Ordinance, the Director of Electrical and Mechanical Services referred the alleged disciplinary offences of ThyssenKrupp to the Board. Appointed by the Secretary for Development, members of the Board are composed of registered professional engineers, registered persons and authorised persons nominated by professional institutions and the trade as well as laypersons representing the responsible persons of lifts and escalators.
