Amendments to Dangerous Drugs Ordinance to be gazetted on May 6

     A spokesperson for the Security Bureau said today (May 4) that the Government will publish the Dangerous Drugs Ordinance (Amendment of First Schedule) Order 2016 in the Gazette this Friday (May 6).

     The Order will add tapentadol and AH-7921 to the First Schedule to the Dangerous Drugs Ordinance.

     The spokesperson said, "The amendments aim to deter the trafficking and abuse of tapentadol and AH-7921. This will help to fortify Hong Kong's defence line in the fight against drugs."

     The spokesperson added, "Studies reveal that overdose of tapentadol may lead to constriction of the pupils, vomiting, loss of consciousness, seizures, difficulty in breathing and a risk of serious complications likely to lead to death. For AH-7921, the drug effects of abuse are similar to those of morphine."

     "The Order will subject the above two substances to the same strict control as other dangerous drugs. Those prosecuted for illicit trafficking and manufacture of these substances will be liable to a maximum penalty of a fine of $5 million and life imprisonment. Possession, consumption and supply of the substances would also constitute criminal offences."

     The spokesperson said that the Government had consulted the Action Committee Against Narcotics and the Panel on Security of the Legislative Council and they supported the proposed amendments. The Government had also sought the views of relevant trades and stakeholders.

     The Amendment Order will be introduced into the Legislative Council on May 11, 2016, and is expected to become effective on July 8, 2016.
