SCS visits Office of the Communications Authority (with photos)

     The Secretary for the Civil Service, Mr Clement Cheung, visited the Office of the Communications Authority (OFCA) today (March 11) to learn more about the operation of the office and meet its staff.

     Accompanied by the Permanent Secretary for the Civil Service, Mr Thomas Chow, Mr Cheung first met with the Director-General of Communications, Miss Eliza Lee, and the directorate staff. The OFCA is the executive arm and secretariat of the Communications Authority, which is a unified regulatory body overseeing the broadcasting and telecommunications sectors in Hong Kong.

     Mr Cheung next toured different divisions of the OFCA to learn more about their daily operations. He first visited the Broadcasting Branch and was briefed by related staff on their work in administering broadcasting licences and handling complaints relating to broadcasting services. He then went to the Consumer Affairs Division and was briefed by frontline staff on the handling of consumer complaints against telecommunications operators, as well as their work of compiling complaint statistics. Mr Cheung continued with a visit to the Spectrum Planning Section where he listened to a briefing by the staff on how to address public concerns about the safety of radiofrequency electromagnetic radiation and watched a demonstration of measuring the radiation level with the use of a professional radiation meter.

     Later, Mr Cheung proceeded to the Regulatory Affairs Branch to learn more about their work. Presenting different webpages and maps, staff of the branch explained their work, which includes co-ordinating the installation of telecommunications infrastructures, improving mobile network coverage in country parks and providing single-point-of-contact service for landing of submarine cables. They also demonstrated the use of the mobile apps OFCA Broadband Performance Test to measure the performance of mobile broadband connections.

     Before concluding his visit, Mr Cheung met with staff representatives of various grades at a tea gathering to exchange views on issues of concern and to learn more about the challenges and difficulties they face in their daily work in serving the community. He praised colleagues' efforts and encouraged them to continue to provide efficient and professional services to the public so as to equip Hong Kong with world-class communications services to meet the challenges of the information age.
