Police will implement special traffic arrangements to facilitate various public events to be held on Hong Kong Island, Kowloon and New Territories this Sunday (March 6).
Hong Kong Island
----------------
(I)
The following special traffic arrangements will be implemented from 4am to 2.15pm:
A. Road closure
- Edinburgh Place east and north of City Hall between Lung Wo Road and Connaught Road Central, except vehicles leaving City Hall car park;
- Westbound Lung Wo Road between Fenwick Pier Street and Man Yiu Street, except the slow lane of westbound Lung Wo Road between Tim Wa Avenue and Edinburgh Place;
- The slow lane of eastbound Lung Wui Road between Legislative Council Road and Lung Wo Road; and
- Legislative Council Road, except vehicles entering or leaving Legislative Council Complex.
B. Traffic diversions
- Traffic along northbound Edinburgh Place east of City Hall cannot enter westbound Lung Wo Road;
- Traffic along northbound Legislative Council Road cannot enter westbound Lung Wo Road. Only traffic entering and leaving the Legislative Council will be allowed to use the Legislative Council Road;
- Traffic along westbound Fenwick Pier Street cannot enter westbound Lung Wo Road;
- Traffic along eastbound Lung Wui Road cannot enter westbound Lung Wo Road; and
- Traffic along eastbound Lung Wo Road cannot turn right to Edinburgh Place or Tim Wa Avenue.
C. Suspension of parking spaces
All on-street parking spaces, parking meters and motorcycle parking spaces at the open space outside General Post Office, westbound Lung Wo Road will be suspended from 1.15am to 5pm.
All on-street parking spaces at Lung Wui Road opposite to the CITIC Tower will be suspended from 4am to 2.15pm.
(II)
The following roads will be intermittently closed from 1.15pm until the crowd is dispersed:
- Eastbound Yee Wo Street;
- Causeway Road;
- Westbound Leighton Road;
- Keswick Street; and
- Pennington Street.
Vehicles may not be permitted to leave the car parks along the closed roads.
(III)
Phase I
The following traffic arrangements will be implemented from 4pm:
A. Road closure
- Caroline Hill Road between Cotton Path and Leighton Road or Pennington Street; and
- Westbound Hysan Avenue between Hoi Ping Road and Sunning Road.
B. Traffic diversions
- Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound;
- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one way northbound;
- Caroline Hill Road between Leighton Road and Link Road will have two lanes for traffic entering Caroline Hill Road from Hoi Ping Road;
- Traffic from Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
- Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one way eastbound;
- Eastbound Hysan Avenue will have two lanes of traffic to turn right to Hoi Ping Road;
- Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
- Vehicles leaving the Lee Gardens must turn left to Hysan Avenue;
- If necessary, Lee Garden Road between Foo Ming Street and Lan Fong Road will be re-routed one-way northbound. Traffic along Lan Fong Road must turn right to this section of re-routed Lee Garden Road, and being directed to Percival Street via Foo Ming Street; and
- If situation warrants, vehicles may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
C. Passenger alighting arrangements
The drop off zone for taxis will be at the southern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.
The drop off zone for private cars will be at the northern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.
Phase II
The following traffic arrangements may be implemented from 7pm until the crowd is dispersed:
A. Road closure
- Caroline Hill Road;
- Eastern Hospital Road between Caroline Hill Road and Cotton Path;
- If necessary, Leighton Road;
- If necessary, downhill section of northbound Link Road, except for vehicles heading for No. 1, 3, 5 and 7 on Link Road; and
- If necessary, Hoi Ping Road.
B. Traffic diversions
- Vehicles cannot enter Caroline Hill Road for Link Road at Leighton Road or Caroline Hill Road;
- If Leighton Road is closed, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East cannot turn left to Leighton Road.
C. Learner drivers prohibition
The following roads will be prohibited to all learner drivers between 3pm and 7.30pm:
- Westbound Leighton Road;
- Sharp Street East;
- Percival Street south of Hennessy Road;
- Caroline Hill Road;
- Link Road;
- Stadium Path;
- Cotton Path;
- Eastern Hospital Road; and
- Eastern Hospital Road service road.
In addition, learner drivers cannot enter Tung Lo Wan Road from Causeway Road.
D. Suspension of parking spaces
All on-street parking spaces on the following roads will be suspended from 3pm to 7.30pm:
- Stadium Path;
- Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
- Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the special traffic arrangements will be towed away without prior notice.
Kowloon
-------
A. Road closure
The following roads will be closed from 0.01am to 11.59pm:
- Fuk Tsun Street between Tai Kok Tsui Municipal Services Building and Fir Street;
- Lime Street between Fuk Tsun Street and Larch Street;
- Beech Street between Fuk Tsun Street and Ivy Street;
- Pine Street between Fuk Tsun Street and Ivy Street; and
- Oak Street between Fuk Tsun Street and Ivy Street.
The following roads will be closed from 9am to 11.59pm:
- Fuk Tsun Street between Tai Kok Tsui Road and Tai Kok Tsui Municipal Services Building; and
- Walnut Street between Fuk Tsun Street and Larch Street.
B. Traffic diversions
The following traffic diversions will be implemented from 0.01am to 11.59pm:
- Traffic along southbound Fuk Tsun Street cannot turn right to the loading area of Tai Kok Tsui Municipal Services Building and leave via northbound Fuk Tsun Street;
- Traffic along northbound Larch Street cannot turn left to westbound Lime Street;
- Traffic along westbound Lime Street will be diverted to northbound Larch Street; and
- Traffic along westbound Ivy Street cannot turn right to northbound Pine Street and northbound Beech Street.
Traffic along Tai Kok Tsui Road cannot turn to Fuk Tsun Street from 9am to 11.59pm.
C. Suspension of parking spaces
All parking spaces at the following locations will be suspended from 0.01am to 11.59pm:
- Fuk Tsun Street between Walnut Street and Lime Street;
- Beech Street near Fuk Tsun Street;
- Fuk Tsun Street between Tai Kok Tsui Road and Fir Street;
- Lime Street between Fuk Tsun Street and Larch Street;
- Walnut Street between Fuk Tsun Street and Larch Street;
- Beech Street between Fuk Tsun Street and Ivy Street; and
- Pine Street between Fuk Tsun Street and Ivy Street.
The parking spaces at Fuk Tsun Street between Ash Street and Tong Mi Road will be suspended between 8.01am and 1.59pm.
New Territories
---------------
(I)
The following special traffic arrangements will be implemented from 1am to 1pm:
A. Road closure
- Tsing Sha Highway between Ngong Shuen Chau viaduct and Cheung Tsing Highway, including Stonecutters Bridge, East Tsing Yi viaduct, Nam Wan Tunnel and West Tsing Yi viaduct;
- Slip road leading from westbound West Kowloon Highway to southbound Tsing Sha Highway (Ngong Shuen Chau viaduct);
- Slip road leading from southbound Container Port Road South to Tsing Sha Highway (Ngong Shuen Chau viaduct);
- Slip road leading from Tsing Sha Highway (Lai Chi Kok viaduct) to Tsing Sha Highway (Ngong Shuen Chau viaduct);
- All slip roads leading from North West Tsing Yi Interchange to eastbound Tsing Sha Highway;
- All slip roads connecting Tsing Yi Road and Tsing Sha Highway;
- Northbound Sai Shan Road between its junction with Tsing Yi Road and the eastern entrance of Hong Kong IVE (Tsing Yi); and
- Tsing Yi Road from its junction with Sai Shan Road to its southern cul-de-sac.
B. Traffic diversions
- Vehicles from North West Tsing Yi Interchange heading for Kowloon, Eagle's Nest Tunnel and Container Port Road South will be diverted via Route 3;
- Vehicles from North West Tsing Yi Interchange heading for Tsing Yi (South) will be diverted via southbound Cheung Tsing Highway, slip road, northbound Tsing Yi Road West, eastbound Ching Hong Road, northbound Tsing Yi Road and Tsing Yi Interchange;
- Vehicles from Tsing Yi (South) heading for North West Tsing Yi Interchange will be diverted via northbound Tsing Yi Road, Tsing Yi Interchange, southbound Tsing Yi Road, westbound Ching Hong Road, southbound Tsing Yi Road West, slip road and northbound Cheung Tsing Highway;
- Vehicles from Tsing Yi (South) heading for Kowloon, Eagle's Nest Tunnel and Container Port Road South will be diverted via northbound Tsing Yi Road, Tsing Yi Interchange, eastbound Kwai Ching Road, slip road and southbound Tsing Kwai Highway;
- Vehicles from Container Port Road South heading for North West Tsing Yi Interchange and Tsing Yi (South) will be diverted via northbound Lai Po Road, westbound Lin Cheung Road, roundabout and northbound Tsing Kwai Highway;
- Vehicles from Eagle's Nest Tunnel heading for North West Tsing Yi Interchange and Tsing Yi (South) will be diverted via westbound Ching Cheung Road and northbound Tsing Kwai Highway;
- Vehicles from Kowloon heading for North West Tsing Yi Interchange and Tsing Yi (South) will be diverted via Route 3; and
- Southbound Sai Shan Road between its junction with Tsing Yi Road and the eastern entrance of Hong Kong IVE (Tsing Yi) will be converted to one lane two-way traffic.
(II)
The following roads will be closed from 7am to 8.30am, except authorised vehicles:
- Ting Kok Road between Tai Mei Tuk Road and Bride¡¦s Pool Road;
- Bride¡¦s Pool Road between Ting Kok Road and Wu Kau Tang Road; and
- Tai Mei Tuk Road from a point about 100 metres south of its junction with the entrance of Tai Mei Tuk Bus Terminus to Tai Mei Tuk Water Sports Centre.
Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the areas. Motorists are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
