SCED speaks on Copyright (Amendment) Bill 2014

     Following is the transcript of remarks by the Secretary for Commerce and Economic Development, Mr Gregory So, on the Copyright (Amendment) Bill 2014 at a media session in the Legislative Council Complex today (January 22):

Reporter: Mr So, you mentioned the tactic ... to counter filibustering ... Do you consider that it is still a success?
 
Secretary for Commerce and Economic Development: I think you only have to look objectively at the efficiency, and the time that is allowed for deliberation, for debate. The efficiency has been greatly improved. So I think to that extent, the tactic is successful. But of course, no one wants to see the meeting prematurely adjourned. And today as I just indicated in Chinese that there are a number of pro-establishment LegCo (Legislative Council) members who were sick and they were not able to attend the meeting, so putting more pressure on the pro-establishment camp. But whose fault is it? I think everyone should ask that question. Who is to blame? If not the pan-democrat LegCo members who chose to be absent from this chamber, which is designed for them to be there to debate. To abdicate their responsibility, is it something that they should be doing? I think the citizens of Hong Kong should ask that question. I believe that, people with eyes to see, will see. And that's just the fallacy of the argument. If they really want to debate something, they should be here to debate.
