Draft Kwun Tong (North) Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Kwun Tong (North) Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use framework to guide development and redevelopment in the Kwun Tong (North) area," a spokesman for the Town Planning Board said today (January 15).

     The planning scheme area, covering about 171 hectares of land, comprises three main portions. The land to the south of Po Lam Road is occupied by Po Tat Estate, a public housing development. Anderson Road bisects the remaining area into two major portions. The land to the southwest of Anderson Road and to the north of Po Lam Road (i.e. the ex-quarry site) was identified for public housing development, namely Development at Anderson Road. The land to the northeast of Anderson Road is the Anderson Road Quarry (ARQ), which will cease quarrying operation with a rehabilitation contract to be completed in 2016. Except for the rock face portion, the land was mainly identified for housing development with supporting commercial, government, institution and community (GIC) and open space uses.

     Most of the existing and planned public/subsidised housing developments fall within the eight sites zoned "Residential (Group A)" (about 25.74 hectares). Ten sites located at the ARQ are zoned "Residential (Group B)" (about 10.57 hectares) for medium-density private residential developments.

     About 1.12 hectares of land is zoned "Commercial" to provide for commercial developments to serve the area. About 23.01 hectares are zoned "Other Specified Uses" annotated "Commercial Development and Vertical Transport Facility", "Landscaped Elevated Walkway", "Service Reservoir", "Pumping Station", and "Amenity Area".

     About 9.21 hectares of land is zoned "Government, Institution or Community" to provide land for various GIC facilities for the local residents and those in the adjoining districts. Major proposed GIC facilities include primary and secondary schools, an electricity sub-station, a fresh water pumping station, an indoor recreation centre, a public transport interchange, a community hall cum social welfare and GIC facilities, a police station, a fire station and a refuse collection point.

     To conserve the existing natural environment and to preserve the rock face at ARQ and the existing slopes, about 50.37 hectares are zoned "Green Belt". About 26.53 hectares of land is zoned "Open Space" to provide land for both active and passive recreational uses. In particular, a proposed Quarry Park of about 17 hectares in the ARQ development will be the green focus.

     The approved Kwun Tong (North) OZP No. S/K14N/15 is available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Kowloon District Planning Office, the Kwun Tong District Office and the Sai Kung District Office.
