ExCo Convenor speaks on Policy Address

     Following is a transcript of remarks by the Convenor of the Non-official Members of the Executive Council (ExCo), Mr Lam Woon-kwong, at a media session on the 2016 Policy Address in the Legislative Council Complex this afternoon (January 13):

     I will say a few words in English. I think this is a continuation of the strategy of seeking progress amidst stable policy platform. I am particularly glad to see that the kindergarten full subsidy scheme is now due to be implemented very soon. And also the service for the elderly, we will go on to care about even their movement within their homes and outside environment. The continuation of the barrier-free policy, which I advocated when I was the chairman of EOC (Equal Opportunities Commission) a few years ago, has been taken on by the current Administration, and now spread even to a bigger platform. And I think another big service improvement is on the medical side. And I have not seen such a big programme of hospital improvement and hospital building in the last 20 years. So, all these are going to benefit the ageing society and also benefit the rest of the community as a whole. But as a background of course, we need make use of the nation's big development under the "One Belt, One Road" initiative and that is why a lot of proposals have been made by the Chief Executive. I am sure that the Principal Officials will elaborate all these in the next few days.
