     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, after attending the meeting of the Panel on Economic Development of the Legislative Council on the annual tariffs review with the two power companies today (December 15):

Reporter: Are you saying that the two (power) companies are allowed to maximise their profits and neglect the social responsibility in terms of having serious inflation and the fuel prices actually going down?

Secretary for the Environment: For the tariff review, to match with the objective of the electricity supply, is to provide stable, safe, environmentally sound and also reasonable price. We are achieving these objectives. That is the basic, and that is good for the society overall. As I said earlier, the Scheme of Control Agreements (SCAs) were drawn over the years. There is room for improvement in the review of the SCAs. That is the stance we are taking.
