Senior appointments (with photos)

     The Government announced today (November 20) the following senior appointments:

(a) Mr Cheuk Wing-hing, former Director of Administration and Development in the Department of Justice, has taken up the post of Permanent Secretary for Innovation and Technology with effect from November 20, 2015;

(b) Mr Alan Siu, former Government Property Administrator, has taken up the post of Director of Administration and Development in the Department of Justice with effect from November 20, 2015; and

(c) Mr Tommy Yuen, Deputy Director, Office of the Government of the Hong Kong Special Administrative Region (HKSAR) in Beijing, will assume the post of Government Property Administrator on December 11, 2015.

     The Secretary for the Civil Service, Mr Clement Cheung, said, "The appointees are seasoned Administrative Officers with rich experience in public administration as well as proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities and rise to the challenges ahead."

     Brief biographical notes on the three officers are set out below:

Mr Cheuk Wing-hing

     Aged 56, Mr Cheuk entered the Government in June 1981 as an Inspector of Police. He later joined the Administrative Service in August 1984 and was promoted to his present rank of Administrative Officer Staff Grade A in April 2010.

     Mr Cheuk has served in various bureaux and departments, including the former Councils and Administration Branch, the former Administrative Services and Information Branch, the former City and New Territories Administration, the Post Office, the former Finance Branch, the former Monetary Affairs Branch, the Hong Kong Economic and Trade Office in London, the Department of Health, the former Civil Service Branch, the former Industry Department, Invest Hong Kong, the Food and Environmental Hygiene Department, the General Grades Office and the former Health, Welfare and Food Bureau. He was Commissioner for Labour from November 2010 to February 2014 and Chairman of the 2014 Administrative Officer Recruitment Board from February to March 2014 before being appointed as Director of Administration and Development in the Department of Justice in May 2014.

Mr Alan Siu Yu-bun

     Aged 56, Mr Siu entered the Government in June 1982 as an Executive Officer and joined the Administrative Service in July 1986, rising to his present rank of Administrative Officer Staff Grade B1 in April 2010.

     Mr Siu has served in various bureaux and departments, including the former City and New Territories Administration, the former Transport Branch, the former Television and Entertainment Licensing Authority, the former Finance Branch, the former Information Technology and Broadcasting Bureau and the Leisure and Cultural Services Department. He was Deputy Director of the former Celebrations Coordination Office of the Home Affairs Bureau from January to July 2007, Deputy Secretary for Commerce and Economic Development (Communications and Technology) from July 2007 to October 2011 and Government Property Administrator since October 2011.

Mr Tommy Yuen Man-chung

     Aged 51, Mr Yuen joined the Administrative Service in August 1985 and reached his present rank of Administrative Officer Staff Grade B1 in April 2012.

     Mr Yuen has served in various bureaux and departments, including the former City and New Territories Administration, the Housing Department, the former Administrative Services and Information Branch, the former Lands and Works Branch, the former Economic Services Branch, the Home Affairs Department, the Hong Kong Economic and Trade Office in Washington and the former Finance Bureau. He served as Deputy Director of Government Logistics from January 2005 to November 2007, Deputy Secretary for Development (Planning and Lands) from November 2007 to August 2011 and Deputy Director, Office of the Government of the HKSAR in Beijing since September 2011.
