The Government announced today (November 13) the following appointments made to the Appeal Board on Public Meetings and Processions by the Chief Executive under section 43 of the Public Order Ordinance (Cap 245), which were also gazetted today:
(a) To appoint Mr Pang Kin-kee, a retired Judge of the Court of First Instance of the High Court, as Chairman of the Appeal Board for a term of two years with effect from December 22, 2015;
(b) To appoint Mr Nicholas Chan Hiu-fung as a member of the Appeal Board on Public Meetings and Processions for a term of two years with effect from November 19, 2015; and
(c) To re-appoint Dr Felix Chan Hon-wai, Dr Eugene Chan Kin-keung, Dr Alice Chong Ming-lin, Mr Kwok Wing-keung, Dr Lawrence Lam Chi-kit, Mr Ambrose Lam San-keung, Miss Anita Ma Wing-tseung, Mr Jimmy Poon Wing-fai, Mr Augustine Wong Ho-ming, Mr Wong Kwai-huen and Mr Winfield Wong Wing-cheung as members of the Appeal Board on Public Meetings and Processions for a further term of two years with effect from December 22, 2015.
The Secretary for Security, Mr Lai Tung-kwok, expressed his appreciation to the outgoing Chairman, Mr Peter Van-tu Nguyen, a retired judge, and an outgoing member, Mr Chan Chi-hung, SC, for their valuable contributions to the work of the Appeal Board.
The Appeal Board comprises a Chairman, two Deputy Chairmen and 13 members, all of whom are not public officers. The Appeal Board is responsible for considering appeals against a prohibition of a public meeting, an objection to a public procession, or the conditions imposed or amended on a public meeting or public procession by the Commissioner of Police under sections 9, 14, 11 or 15 of the Public Order Ordinance (Cap 245) respectively. The Appeal Board is empowered to confirm, reverse or vary the decision being appealed against.
