Lunar New Year fair stall auctions to start in early November

     The Food and Environmental Hygiene Department (FEHD) announced today (October 27) that stalls at the 2016 Lunar New Year (LNY) fairs will be put up for open auction starting from November 9.

     The LNY fairs are to be held at 15 locations and will be open for seven days from February 2 to 8, 2016. A total of 1,164 wet goods stalls, 842 dry goods stalls, eight thematic stalls and 17 fast food stalls will be put up for auction.

     The opening prices range from $590 to $10,170 for wet goods stalls, $700 to $13,300 for dry goods stalls, and $7,120 to $350,490 for fast food stalls.

     Apart from wet goods, dry goods and fast food stalls, eight thematic stalls will also be set up in the Victoria Park LNY Fair to sell festive commodities such as LNY food, spring couplets (fai chun), LNY decorations and goods. The auction for these thematic stalls, with an opening price of $38,940, will take place in the AM session of the second auction day (November 10) for the Victoria Park LNY Fair.

     The six fairs on Hong Kong Island, in Islands District and in Kowloon will provide 512 wet goods stalls, 549 dry goods stalls, eight thematic stalls and 11 fast food stalls. The fairs will be located at Victoria Park in Eastern District, Tung Chung Road Soccer Pitch on Lantau Island, Fa Hui Park and Cheung Sha Wan Playground in Sham Shui Po, Morse Park in Wong Tai Sin and Kwun Tong Recreation Ground.

     The auctions for stalls of the five LNY fairs in Eastern District, Sham Shui Po, Wong Tai Sin and Kwun Tong will be held at Queen Elizabeth Stadium, 18 Oi Kwan Road, Wan Chai, from November 9 to 11 and from November 17 to 20. The auction sessions are scheduled from 9am to 12.30pm (AM session) and 2pm to 4.45pm (PM session).

     The auction for stalls of Tung Chung Road Soccer Pitch LNY Fair on Lantau Island will be held at Rooms 1413 and 1414, Harbour Building, 38 Pier Road, Central, on November 13 (Friday). The auction session is scheduled from 9.30am until completion of the auction. The opening prices of wet goods and dry goods stalls are $590 and $700 respectively.

     In the New Territories, 652 wet goods stalls, 293 dry goods stalls and six fast food stalls will be set up at nine fairs. They are located at Sha Tsui Road Playground in Tsuen Wan, Kwai Chung Sports Ground in Kwai Tsing, Tin Hau Temple Plaza in Tuen Mun, Tung Tau Industrial Area Playground in Yuen Long, Shek Wu Hui Playground in North District, Tin Hau Temple Fung Shui Square in Tai Po, Yuen Wo Playground in Sha Tin, Man Yee Playground in Sai Kung and Po Hong Park in Tseung Kwan O.      Bidders for LNY fair stalls must be at least 18 years old and ordinarily resident in Hong Kong.

     Anyone can bid for more than one stall. A bidder must pay the bid price and register in person with his or her own name as the licensee of the stall immediately after successfully bidding for a stall. The bidder is also required to sign at once an express warranty and a licence agreement with the FEHD, or will forfeit the rights to operate the stall.

     All fair sites will be made available three days in advance for the setting up of stalls from January 30 to February 1, 2016. In the event of any unforeseeable reasons that cause a reduction of the whole fair period (including the duration for setting up and that of the fair), the first two days of the remaining period will be restricted to setting up of stalls by successful bidders and the venue will not be opened to the public. The bidding price paid will be refunded to the successful bidder on a pro-rata basis.

     Stall licensees must completely remove the stall structure and all paraphernalia, together with all refuse, debris and unsold commodities (whether damaged or otherwise) from the licensed area before 7am on February 8 (9am for the Victoria Park LNY Fair).

     Stall licensees should not mutilate, destroy, damage or abandon any unsold commodities at or in the vicinity of the stall. They may surrender unsold flowers and plants left behind at the stall to the FEHD at no charge, cost or compensation whatsoever, before 7am on February 8 (9am for the Victoria Park LNY Fair).

     According to the licence agreement, except inside designated stalls, licensees shall not keep or store or use helium cylinders in the licenced area. While licensees of designated stalls may keep or store or use helium cylinders in the licenced area, the quantity of helium should be such that a licence would not be required pursuant to the Dangerous Goods (General) Regulation (Cap 295B), i.e. one cylinder of helium.

     In addition, fish is strictly prohibited for sale at the 2016 LNY fairs and aquarium fish has been deleted from the list of permitted commodities of the licence agreement.

     An FEHD spokesman said, "Successful bidders shall comply with all the stipulations and provisions as set out in the licence agreement. Otherwise, the department is entitled to terminate the agreement and the licensee shall immediately vacate the stall."
