The Government announced today (October 16) that the Financial Secretary, in exercising the authority delegated by the Chief Executive under the Mandatory Provident Fund Schemes Ordinance (MPFSO) (Cap. 485), has appointed Ms Giovanna Kwong Fung-ping as Deputy Chairman of the Mandatory Provident Fund Schemes Appeal Board (MPFSAB), and Ms Miranda So Man-wah and Ms Cecilia Lee Sau-wai as panel members.
Four incumbent panel members have been re-appointed. They are Mr Kenny Chan Ngai-sang, Ms Agnes Chan Sui-kuen, Ms Lau Yuk-kuen and Mr Gerry Ng Joo-yeow.
The appointments and re-appointments are for a term of two years from October 25, 2015, to October 24, 2017.
The Secretary for Financial Services and the Treasury, Professor K C Chan, welcomed the appointment of Ms Kwong as the Deputy Chairman of the MPFSAB.
"Ms Kwong is a solicitor by profession. Being the Deputy Chairman of the Occupational Retirement Schemes Appeal Board as well, she has a wealth of experience in handling appeals related to financial service regulators. I am sure that Ms Kwong's experience and expertise will enable the MPFSAB to continue to uphold its impartiality," Professor Chan said.
"I am also confident that the newly appointed and re-appointed panel members will make valuable contributions to the work of the MPFSAB."
Professor Chan also paid tribute to the outgoing Deputy Chairman Mr Paul Shieh Wing-tai and the outgoing panel members Dr Stella Cho Lung Pui-lan and Mr Terry Pan San-kong.
The MPFSAB was established in accordance with Section 35 of the MPFSO to determine appeals against the decisions of the Mandatory Provident Fund Schemes Authority as specified in Schedule 6 to the MPFSO. It comprises professionals with expertise and experience in the operation of the financial market and the Mandatory Provident Fund schemes.
The appointments and re-appointments were gazetted today. The membership list of the MPFSAB with effect from October 25, 2015, is as follows:
