Special traffic arrangements during Chung Yeung Festival

     Police will implement the following special traffic arrangements in various districts to facilitate grave-sweepers, and to ensure smooth vehicular traffic movements and pedestrian safety during Chung Yeung Festival.
 
Chai Wan
--------
 
     Roads in the vicinity of the cemeteries in Chai Wan will be closed in phases on October 10, 11, 17, 18, 21, 24, 25, 31,November 1, 7 and 8.
 
Phase 1
 
     Vehicles will continue to be allowed to use a section of Cape Collinson Road east of Lin Shing Road (the left-turning movement from Lin Shing Road to Cape Collinson Road leading to the vicinity of Chinese Permanent Cemetery) between 7am and 4pm daily on October 10, and November 1, 7 and 8. Depending on the traffic conditions, Phase 2 road closure may be implemented during the period.
 
Phase 2
 
     The following roads will be closed between 7am and 6.30pm daily on October 11, 17, 18, 24, 25 and 31 when necessary:
 
- The slip road leading from Cape Collinson Road to the Garden of Remembrance and Crematorium (except for hearses and vehicles conveying people to attend services at the Crematorium);
- The slip road leading to Chai Wan Chinese Permanent Cemetery;
- Wan Tsui Lane;
- Cape Collinson Road east of Lin Shing Road (except for green minibus(GMB) route 18M, hearses, funeral vehicles, and vehicles with permit);
- Cape Collinson Road west of Lin Shing Road (except for franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles and vehicles with permit); and
- Lin Shing Road (except for franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles, vehicles with permit and vehicles to Wan Tsui Estate).
 
     Depending on traffic conditions, taxis and public light buses (PLBs) may be allowed to enter Lin Shing Road and turn right to Cape Collinson Road.
 
Phase 3
 
     The following roads will be closed between 7am and 7pm on October 21:
 
- Road closure of Phase II;
- Lin Shing Road (except for franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles, vehicles with permit and vehicles to Wan Tsui Estate); and
- Cape Collinson Road (except for franchised buses, GMB routes 16A, 16M and 16X, hearses, funeral vehicles and vehicles with permit).
 
     In connection with road closure, the following roads will be re-routed one way:
 
- A section of Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one way southbound;
- A section of Cape Collinson Road from the slip road leading to the Crematorium to Shek O Road will be re-routed one way westbound; and
- The eastern section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one way westbound.
 
     No parking will be permitted along Cape Collinson Road, Lin Shing Road, Wan Tsui Road and a section of Shek O Road between Tai Tam Gap Correctional Institution and Tai Tam Road.
 
Pok Fu Lam
----------
 
     A section of Consort Rise between Victoria Road and Bisney Road will be re-routed as one-way southbound from 7am to 5pm on October 18, 21 and 24.
 
Aberdeen
--------
 
     Peel Rise in the vicinity of the Aberdeen Chinese Cemetery, and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Cemetery will be closed between 7.30am and 5.30pm on October 18 and 24; and between 7.30am and 6.30pm on October 21.
 
Central
-------
 
     The slip road from Garden Road leading to the office of World Wide Fund for Nature Hong Kong will be closed between 8am and 8pm on October 21, except for franchised buses and taxis. All parking spaces on the slip road will be suspended between 6am and 8pm on October 21.
 
The Peak
--------
 
     The following traffic measures will be implemented between 8am and 8pm on October 21:
 
- All uphill traffic along Peak Road towards Harlech Road, Lugard Road and Mount Austin Road, except for local residents or vehicles with permit, will be diverted downhill via the slip road beside the car park entrance of the Peak Galleria;
- Lugard Road, Harlech Road and Mount Austin Road will be closed, except for local residents and vehicles with permit;
- Westbound Mount Austin Road between its junction with Peak Road and the entrance of Mount Austin Playground may be closed if necessary. As such, eastbound Mount Austin Road will be re-routed as one-lane two-way;
- Traffic control will be implemented at the entrance of Peak Galleria car park. All vehicles are restricted to enter the car park only; and
- Metered and motorcycle parking spaces on Mount Austin Road near Victoria Peak Garden will be suspended.
 
Diamond Hill
------------
 
     The following special traffic arrangements will be implemented between 7am and 6pm on October 10, 11, 17, 18, 21, 24, 25 and 31, and November 1.
 
Road closure
 
     The following roads will be closed, except for hearses and funeral vehicles:
 
- The access road leading to the Diamond Hill Crematorium;
- The access road between the Diamond Hill Funeral Parlour and the China Light and Power (CLP) Sub-station; and
- The access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall.
 
     A section of Yuk Wah Street east of Tsz Wan Shan Road and Yuk Hok Lane will also be closed, except for private cars and taxis.
 
Traffic diversions
 
- Vehicles shall follow southbound Po Kong Village Road downhill only for entering or leaving Fung Shing Street or Fu Shan Estate car park;
- Vehicles shall follow northbound Po Kong Village Road uphill only for entering or leaving Grand View Garden car park;
- Vehicles can turn left from eastbound Po Kong Village Road to westbound Yuk Wah Street via eastermost traffic lane of Tsz Wan Shan South Bus Terminus;
- Vehicles along westbound Fung Shing Street cannot turn right to northbound Po Kong Village Road uphill;
- Vehicles along northbound Po Kong Village Road uphill cannot turn right to eastbound Fung Shing Street;
- Vehicles along Grand View Garden car park cannot turn right to southbound Po Kong Village Road downhill;
- Vehicles along southbound Po Kong Village Road downhill cannot turn right to Grand View Garden car park;
- Vehicles along Fu Shan Estate car park cannot turn right to northbound Po Kong Village Road uphill;
- Vehicles along northbound Po Kong Village Road uphill cannot turn right to Fu Shan Estate car park;
- Vehicles along southbound Po Kong Village Road downhill cannot turn right to Po Kong Village Road School Village car park;
- Vehicles leaving Po Kong Village Road Park car park cannot turn right to southbound Po Kong Village Road downhill;
- Vehicles along southbound Po Kong Village Road downhill cannot turn right to an unnamed road opposite to Po Leung Lane;
- Vehicles from an unnamed road opposite to Po Leung Lane cannot turn right to southbound Po Kong Village Road downhill;
- Vehicles leaving Tsz Wan Shan South Bus Terminus cannot turn right to eastbound Yuk Wah Street, except for franchised buses; and
- Vehicles along Yuk Wah Crescent cannot turn right to eastbound Yuk Wah Street.
 
Others
 
     Metered parking spaces on the unnamed road between the Diamond Hill Funeral Parlour and CLP Sub-station, motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane and five metered parking spaces in Yuk Wah Street car park will be suspended.
 
     Private car pick up and drop off point will be located at westbound Yuk Wah Street near Yuk Hok Lane.
 
     Between 7am and 6pm on October 18, 21 and 25, Po Kong Village Road Park car park will be closed and designated as taxi and private car drop off point.
 
To Fung Shan
------------
 
     A section of To Fung Shan Road north of its junction with Pak Lok Path will be closed, except for vehicles serving residents and persons working in To Fung Shan and shuttle bus service plying between To Fung Shan and MTR Tai Wai Station, between 9am and 5pm daily on October 17, 18, 21, 24 and 25.
 
Tseung Kwan O
-------------
 
Road closure
 
- The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to vehicular traffic between 5.30am and 6pm on October 11, 18, 24 and 25, November 1 and 8 (except for special bus service by Kowloon Motor Bus (KMB) route 14S, hearses, funeral vehicles and vehicles with permit issued by the cemetery).
- Tong Yin Street between Chi Shin Street and Chui Ling Road will be closed to all vehicular traffic between 5.30am and 6pm on October 18, 21 and 24; and
- The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic between 5.30am and 8pm on October 21.
 
     Grave sweepers are advised to note that there will be no special bus service on October 21. They can reach the cemetery on foot via the access road on Ko Chiu Road or a footpath opposite to MTR Tiu Keng Leng Station. Wheelchair users are advised to enter the cemetery via the access road on Ko Chiu Road, as the footpath is with staircases.
 
Sai Kung
--------
 
     A section of Mang Kung Wo Road leading to Kei Pik Shan Cemetery in Sai Kung will be closed from 8am to 5pm on October 11, 18 and 21, except for vehicles with permit.
 
Cheung Sha Wan
--------------
 
     The following special traffic arrangements will be implemented in Cheung Sha Wan daily from 7am to 7pm on October 18, 21, 24 and 25.
 
Road closure
 
- Wing Ming Street;
- Wing Ming Lane; and
- Entrance road of Wing Tak Road, except for hearses and funeral vehicles.
 
Temporary traffic arrangements
 
- Parking will be prohibited on Yu Chau West Street;
- Vehicles are prohibited to pick up or drop off passengers along Yu Chau West Street opposite to the Cooked Food Stall near Wing Ming Street; and
- No stopping or parking will be allowed along Ching Cheung Road.
 
Suspension of parking spaces
 
     All parking spaces on Yu Chau West Street, Tai Nan West Street, as well as a section of King Lam Street and a section of Wing Hong Street between Yu Chau West Street and Tai Nan West Street will be suspended.
 
     Members of the public wishing to gain access to the Cemetery are advised to use the subway across Ching Cheung Road from the end of Wing Ming Lane.
 
Sandy Ridge
-----------
 
     Sandy Ridge Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm daily from October 10 to November 8. However, vehicles without Closed Road Permit (CRP) will not be allowed to enter the closed area.
 
     Between 6am and 6pm daily on October 17, 18, 21, 24 and 25, Lo Wu Station Road from its junction with Man Kam To Road to a point of about 280 metres west near the cemetery management office will be closed, except for vehicles of Lo Wu Village residents with CRP and vehicles with CRP allowed to park at the car park of MTR Lo Wu Station.
 
Wo Hop Shek
-----------
 
     The following traffic arrangements will be implemented on October 17, 18, 21, 24 and 25.
 
Road closure
 
     The following roads will be closed from 6am to 5pm daily:
 
- Kiu Tau Road (except for hearses);
- Ming Yin Road (except for franchised buses);
- Wo Ka Lau Road; and
- All access roads within Wo Hop Shek Cemetery.
  
Traffic diversions
 
     Vehicles travelling on northbound Pak Wo Road outside Fung Ying Seen Koon will not be allowed to turn right to southbound Pak Wo Road, and vehicles travelling on southbound Pak Wo Road outside MTR Fanling Station will not be allowed to turn right to the car park on Pak Wo Road near Fung Ying Seen Koon.
 
Suspension of car parks and parking spaces
 
     The following car parks will be closed and parking spaces will be suspended between 7am and 5pm daily:
 
- The car park on Wo Hing Road near Ming Yin Road roundabout (except for taxis);
- The car park on Pak Wo Road near Fung Ying Seen Koon (except for drivers with disability to use the disabled parking spaces, and public buses of the residentsˇ¦ service route no. NR112); and
- All parking spaces on Wah Ming Lane.
 
Tuen Mun
--------
 
     The access roads leading to Ching Chung Koon and Ching Chung Sin Yuen and Tsing San Path will be closed on October 10, 11, 17, 18, 21, 24, 25, 31, and November 1, 7 and 8 daily from 7am to 7pm.
 
Sha Tin
-------
 
     Police will implement special traffic arrangements in the vicinity of Po Fook Memorial Hall and Fu Shan Crematorium in Tai Wai, and Po Fook Hill in Sha Tin between 7am and 6pm on October 10, 11, 17, 18, 21, 24, 25, 31, and November 1:
 
- A section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed, except for hearses, funeral vehicles and GMB route no. 64K; and
- A section of Pai Tau Street west of its junction with Sheung Wo Che Road will be closed.
 
Tsuen Wan
---------
 
     A section of Lo Wai Road between Lo Wai Pai Lau and Yuen Yuen Institute (YYI) will be closed, except for GMBs, taxis and vehicles with permit, between 8am to 5pm on October 11, 18, 21 and 25.
 
     All metered parking spaces outside YYI, near Lo Wai old bus terminus and at Lo Wai Road near Yi Pei Chun Road will be suspended.
 
Kwai Chung
----------
 
     To facilitate visits to Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium, the following traffic arrangements will be implemented on October 11, 18, 21 and 25:
 
- Southbound Wing Tak Street, Wing Yin Street, and a section of Wing Shun Street between Wing Tak Street and Kwai Hei Street will be closed, except for hearses and franchised buses, GMBs and taxi, from 7am to 5pm and on any other dates if necessary;
- Wing Kei Road between Kwai Hei Street and Wing Kin Road will be converted to one-way southbound. Vehicles will only be allowed to enter Wing Kei Road via Wing Kin Road; and
- Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed.
 
     In addition, Wing Yin Street and Wing Hau Street will be closed, except for hearses and franchised buses, from 7am to 5pm on October 10, 17, 24 and November 1.
 
     All vehicles parked illegally would be towed away without prior notice.
 
     Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the areas. Motorists are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
