Special traffic arrangements and crowd safety management measures for Hong Kong Cyclothon

     Police will implement special traffic arrangements and crowd safety management measures in Kowloon and New Territories on Saturday (October 10) and Sunday (October 11) to facilitate the holding of Hong Kong Cyclothon 2015.
 
     The first day of the race will be held at a closed circuit course covering part of Mody Road and Salisbury Road between Nathan Road and Science Museum Road in Tsim Sha Tsui. On the second day, the race will start at Salisbury Road¡¦s junction with Kowloon Park Drive and take route via West Kowloon and New Territories South before finishing at Kowloon Park Drive near Salisbury Road. A two-day carnival will also be held by the organiser at the Hong Kong Cultural Centre Piazza.
 
     Police will implement special traffic arrangements in various districts, including the following road closure and traffic diversions. Depending on the prevailing crowd situation, Police will also consider implementing crowd safety management measures in the vicinity of the racecourse and other crowded area in Yau Tsim District.
 
Kowloon
-------
 
     The following special traffic arrangements will be implemented from 4pm on October 10 until the race has completed:
 
Road closure
 
- Hung Hom Bypass;
- Southbound Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass;
- Westbound Salisbury Road between Chatham Road South and Cheong Wan Road;
- The slip road of southbound Salisbury Road between the vehicle exit of Cross Harbour Tunnel Administration Block and Science Museum Road;
- Mody Lane;
- Mody Road between Mody Lane and Science Museum Road;
- Eastbound Salisbury Road between Chatham Road South and entrance of Tsim Sha Tsui East Public Transport Interchange along Mody Road (except the slow lane for franchised buses);
- Northbound Science Museum Road between Salisbury Road and Science Museum Square; and
- Salisbury Road Underpass;
- The third and fourth lanes of eastbound Salisbury Road between Nathan Road and Chatham Road South; and
- The fourth and fifth lanes of westbound Salisbury Road between Nathan Road and Chatham Road South.
 
Traffic diversions
 
- Traffic along southbound Hung Hom Road will be diverted via Hung Hom Bypass slip road to Cheong Wan Road or other destinations;
- Traffic along southbound Princess Margaret Road Link must turn right to westbound Metropolis Drive;
- Traffic along eastbound Metropolis Drive must turn left to northbound Princess Margaret Road Link;
- Traffic along southbound Salisbury Road will be diverted to northbound Hong Chong Road via the slip road of southbound Salisbury Road outside International Mail Centre;
- Traffic along southbound Science Museum Road must turn left to northbound Hong Chong Road;
- Traffic along eastbound Mody Road must make a u-turn near Mody Lane;
- Traffic along southbound Chatham Road South must turn right to westbound Salisbury Road, except for franchised buses;
- Traffic along eastbound Salisbury Road will be diverted to turn left to northbound Chatham Road South, except for franchised buses; and
- Vehicles over gross weight of four tonnes or over length of seven metres cannot enter Mody Road between Chatham Road and Mody Lane.
 
Suspension of parking spaces
 
     The on-street parking spaces at northbound Chatham Road South will be suspended from 2pm on October 10 to 1am on October 11. Vehicles parked on roads temporarily closed will be prohibited from leaving and entering into the race routes.
 
     The following special traffic arrangements will be implemented in phases on Sunday (October 11):
 
From 1.30am:
 
Road closure
 


- Southbound West Kowloon Highway between Tsing Kwai Highway and the slip road to southbound D1A(N) Road; and
- The slip road leading from southbound West Kowloon Highway to eastbound Lai Cheung Road.
 
TrafficHow diversions
 
     Traffic along Mei Ching Interchange will not be allowed to enter the slip road leading to southbound West Kowloon Highway.
 
From 2.30am:
 
Road closure
 
- Southbound D1A(N) Road between the elevated road of Hoi Po Road and Jordan Road, except for the first to third lanes of southbound D1A(N) Road;
- A slip road leading from southbound Lin Cheung Road to southbound D1A(N) Road;
- Westbound Salisbury Road between Star Ferry Pier and Nathan Road;
- Eastbound Salisbury Road between Star Ferry Pier and northbound Kowloon Park Drive;
- The third and fourth lanes of eastbound Salisbury Road between southbound Kowloon Park Drive and Nathan Road;
- Ashley Road between Peking Road and Middle Road;
- Peking Road between Canton Road and Kowloon Park Drive;
- Northbound Kowloon Park Drive between Salisbury Road and Canton Road; and
- Southbound Canton Road between the entrance of Ocean Terminal Carpark and Salisbury Road.
 
Traffic diversions
 
- Traffic along southbound D1A(N) Road cannot turn right to westbound Jordan Road;
- Traffic along westbound Salisbury Road must turn right to northbound Nathan Road;
- Traffic along southbound Nathan Road must turn left to eastbound Salisbury Road;
- Traffic along eastbound Peking Road cannot turn right to Ashley Road;
- Traffic along westbound Middle Road must turn left to southbound Kowloon Park Drive; and
- Traffic along southbound Canton Road will be diverted to turn right to the entrance of Ocean Terminal car park, Gateway Boulevard through the exit of Prince Hotel, towards southbound Canton Road.
 
From 3am:
 
Road closure
 
- Westbound Austin Road West between Canton Road and Nga Cheung Road;
- The elevated road of northbound Nga Cheung Road between Austin Road West and Jordan Road;
- Eastbound Jordan Road between Lin Cheung Road and D1A(N) Road;
- The elevated road of Jordan Road between Hoi Po Road and elevated road of Nga Cheung Road; and
- Northbound Hoi Po Road between West Kowloon Highway and Jordan Road.
 
Traffic diversions
 
- Traffic along westbound Austin Road must turn to Canton Road;
- Traffic along southbound Wui Man Road must turn left to eastbound Austin Road West;
- Traffic from International Commerce Centre must turn left to southbound elevated road of Nga Cheung Road;
- Traffic along westbound Jordan Road towards Ling Cheung Road must make a u-turn at the roundabout of Nga Cheung Road to eastbound Jordan Road;
- Traffic along eastbound Jordan Road must turn left to northbound Lin Cheung Road; and
- Traffic along westbound elevated road of Jordan Road must turn left to southbound elevated road of Nga Cheung Road.
 
From 5am:
 
Road closure
 
     Northbound Canton Road between China Hong Kong City and Austin Road West will be closed.
 
Traffic diversions
 
     Northbound Canton Road between China Hong Kong City and Kowloon Park Drive will be re-routed to one way southbound.
 
New Territories
---------------
 
     The following traffic arrangements will be implemented in phases from 1am on October 11 until the race has finished:
 
Road closure
 
- Lantau Link upper deck (Kowloon bound);
- Southbound carriageways of Tsing Kwai Highway, Cheung Tsing Tunnel and Cheung Tsing Highway;
- Exits from Lantau Link to southbound Cheung Tsing Highway;
- The slip roads from Tsing Yi South Bridge, Kwai Chung Road and Tsuen Wan Road leading to southbound Tsing Kwai Highway;
- Eastbound carriageways of Tsing Sha Highway between the access road of Cheung Tsing Tunnel and West Kowloon Highway, Stonecutters Bridge and Nam Wan Tunnel;
- The slip road leading from Tsing Yi Hong Wan Road to eastbound Stonecutters Bridge;
- The slip road leading from Container Port Road South to eastbound Tsing Sha Highway (Ngong Shuen Chau Viaduct); and
- The slip road from Mei Ching Road leading to southbound West Kowloon Highway, except for vehicles leaving the Container Port via Roundabout No.6 to Mei Ching Road and Tsing Kwai Highway (New Territories bound).
 
Traffic diversions
 
- Traffic from Lantau to Kowloon will be diverted via Lantau Link lower deck, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;
- Traffic from Lantau to Tuen Mun and Yuen Long will be diverted via Lantau Link lower deck and northbound Ting Kau Bridge before reaching Tuen Mun Road and Tai Lam Tunnel;
- Traffic from Ma Wan to Kowloon will be diverted via westbound Lantau Link (Kap Shui Mun Bridge), Lantau Link lower deck, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;
- Traffic from Ma Wan to Tuen Mun and Yuen Long will be diverted via westbound Lantau Link (Kap Shui Mun Bridge), Lantau Link lower deck and northbound Ting Kau Bridge before reaching Tuen Mun Road and Tai Lam Tunnel;
- Traffic along Tuen Mun Road and Tai Lam Tunnel intended to use Ting Kau Bridge to Kowloon will be diverted to Tuen Mun Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;
- Traffic in Tsing Yi South intended to use Tsing Sha Highway to Kowloon will be diverted to Tsing Yi Road, Kwai Tsing Road, Kwai Tsing Interchange, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and
- Traffic in Kwai Chung Container Port intended to use Tsing Sha Highway to Kowloon will be diverted to Container Port Road South, Hing Wah Street West and Lai Po Road.
 
     Access to and from car parks and hotels within the affected area will not be allowed during the implementation of road closures.
 
     Any vehicles found illegally parked within the precinct of the above areas will be towed away without prior notice.
 
     Actual implementation of the traffic arrangements and crowd safety management measures will be made depending on traffic and crowd conditions in the areas. For the sake of public safety, members of the public, participants, spectators and road users are advised to pay attention to the special traffic arrangements and take heed of instructions of Police at scene.
